I would have included Belos and the Core from Amphibia. The reason why not Andreas is because he does have a redemption arc. The Core however was pure evil all the way.

Honestly there were a few I thought of that could have been included on this list lol. Discord from MLP (Even though he does become reformed he's still on the same level of chaos as Bill. ) Magica Despell from Ducktales and since were doing 80s I still say that the Dark King from Rainbow Brite still left a impact on me to this day. To see what he turned the entire world into at the beginning of that series still is shocking to me. I don't know if he counts but Brain from Pinky and the Brain. He literally tries to take over the world... every episode. XDDD

Dr. Robotnik from Adventures Of Sonic The Hedgehog is also one of the most iconic cartoon villains... And also one of the most memed. 😂

'Jack Spicer', 'Wuya' and 'Chase Young' from the original 'Xiaolin Showdown' were among the best cartoon villains I had seen as a kid.

Doofenshmirtz isn't really a bad guy, he's a good guy pretending to be bad. Though he is a good father.

So I’m guessing villains like Viggo Grimborn from Dragons Race to the edge, Nox from Wakfu, Shendu from Jackie Chan Adventures, and Chase Young, Wuya, and Jack Spicer from Xiaolin Showdown are honorable mentions.

Why is Darksied, of all villains, right between Dr. Doof & Dr. Klaw? He’s way more powerful than both of them and has no redeemable qualities, at all.

I wish you had included some honorable mentions for this list, 20 is a pretty impressive number but there are still far many more iconic cartoon villains that could have been touched upon

No. 4 & 16, it's nice to know the DCU versions of Joker and Darkseid that will replace the DCEU versions will also take heavy inspiration from this animated versions here and the ones from "Young Justice"

I know everyone loves Avatar but Ozai was really only in.... 3 episodes as a proper antagonist in anyway before the finale. If you aren't going with someone who wound up redeemed why not Azula at least? Also I know the 80's takes on these characters may be the most iconic but there are better Megatrons, Shredders and Cobra Commanders in the newer cartoons. Plus really IMHO if we're going with best Cartoon villains it should just be with characters who STARTED in cartoons not ones like Joker and Darkseid and the like who were in comics first.
