Zack Lunas , except it was created from a device that wasn't designed to be a weapon. Azmuth made it perfectly clear that it was never meant to be a weapon, but instead a way for species to walk in one another's shoes and potentially to be an ark so that no species would ever go extinct. It became a weapon through its redesign true, but it was never meant to be one and the original in fact was the creator atoning for past deeds. Someone making a few changes to a design does not a new design make.

DW is a stupidly powerful fictional universe ;) The Empire with Sithius and Vader "might" put up a small fight... but in the end... nope. As intended, Owen Reece is an artificially-created human that is supposed to be present in every single parallel universe. Then, at a certain point in time, all versions of him would detonate simultaneously, each taking his respective universe with him. Sure, this plan never actually came to pass because Doctor Doom ruined it, long story, but hey, it's a thought that counts.

Heinrich Dubloon it works pretty much because there are in something called Super Spiral Space which is sort of outside of reality itself but also in it as shown by them throwing galaxies like frisbees and the fact that people on earth were able to see them at one point. Need I mention that Super Tengan Toppa Gurren Lagann has a Super Spiral Space in it powering it so it doesn't make much sense, they are in a Super Spiral Space yet STTGL also has a Super Spiral Space powering it. It can warp reality, space and time, probability so say they have a 0% chance to win a fight... Oh look at that now their probably to win is 100%. Its never really stated in series but by the creators/ in guidebooks, which is where the 100 Universe size drill fact comes from, it is also stated that its main pilot Simon at the end of the series if he wanted to could erase a multiverse just by thinking it. That's the long explation for how that even works. Short answer, they are but also are not even in the Universe at the same time as Super Spiral Space is Its own reality outside the multiverse pretty much.

There's an argument to be made that if a Doctor Who weapon deserves the title of "Most Powerful" it's 'The Moment'. It's an almost literal god in a box, capable of rewriting time, bypassing every other rule of the Who universe on a whim, and not even the user is particularly safe from it if it judges you unfavorably. It will even help you the use achieve its ultimate goal, even if said user doesn't actually know what said goal is (the Doctor thinks he wants to destroy Gallifrey, The Moment manipulates events to safe it instead).

Most likely it was placed low because of the specific arrangement the rings have to be in to actually fire the device at its full power. Also they glossed over the detail about the rings only destroying sentient life; the flood devoured sentient life because of their existence as a gestalt hive mind made of the memories of countless others.

As far as I know, the only arrangement the rings needed was to be spread throughout the galaxy to ensure their effective firing radii (24 thousand light years? According to Spark in Halo 1 anyway) would envelop the entire galaxy. Plus, given the books and games, they updated the rings to destroy basically EVERYTHING alive. In other words, the Flood AND their food all got directly purged from the galaxy (and all traces of the Precursors).

No, IN THE COMICS IT CAN ONLY BE USED ON A SINGLE UNIVERSE. And No, It isn't Easier to use as with the Gauntlet You must activate each of it's functions separately EXAMPLE The Time Stone and the Reality Stone cannot be used at the same time or against each other as that would have minor affects on the natural Universe.

They started with a planetbuster, so room-clearers are a bit low.

I was doing a slip and slide at summer camp that I had been on many times before but one time it had a stick under it and I got a really long cut on my shin. Not like a slash from a sword but deep enough to draw blood and keep me off the slide for several days

Alright, with the Halo Array there were some glaring issues I saw, when the Array fires the rings act as amplifiers, making the shot bigger and bigger until it encompasses the entire universe, completely wiping out the food source for the Flood. When the blast hits another ring it rebounds in order to hit another ring until each ring has been struck, creating a massive galactic tidal wave of near instantaneous death.

So was that brief aside about Boomstick's house cannon? Still hilarious!

One of my 80s pen and paper RPG's has the PDPTAMP Pistol. "Please Don't Point That At My Planet" Pistol It was a pistol that could selectively disintegrate any target the wielder selected, assuming they could hit it. (If it missed it just did damage to other things like a normal laser gun). Also I know it's limited to simply devastating planets but no Wave Motion Gun love?

It bounces destructive radiation between atoms and as long as there is another atom within a certain radius it will carry on passing between atoms rewriting their compostion infinitely. The only reason it stopped was because it reached a dead space barrier. It could theoretically end all existence
