TOP 10 Countries in Europe With the Most Immigrants

IMPORTANT NOTE: The terms "expats" and "immigrants" are sometimes used and understood differently in different countries. We have followed the terminology used by the UK's "Immigration Advice Service": "The basic definition of an immigrant is someone who travels to a foreign country with the intention of settling there permanently." Therefore, in this video, the terms "expats" and "immigrants" have been used interchangeably, and are completely devoid of any political or racial meaning.
In 4 European Countries, Migrants Make Up at Least a Quarter of the Population, and in Two They Are Even More Than Half.
Europe has always been a land of immigration. In fact, in 2022, more than 3.7 million people emigrated within the European Union alone. This includes both Europeans who moved to another country on the continent and non-Europeans who came to live in Europe. The latter represent 5.4% of the population currently living in Europe.
Welcome to this new video from Amazing Europe titled "TOP 10 Countries in Europe With the Most Immigrants."
In this TOP 10, we will see which are the 10 European countries with the highest percentage of migrants, according to data provided by EUROSTAT or the statistical institutes of the various European states. At the end of the video, we will also take a look at the European microstates to discover some very interesting information.
The data we have reported is the official data from EUROSTAT and refers to the year 2022.
Obviously, for non-EU countries, the data provided is not from EUROSTAT, but from the statistical offices of each individual country.
If you want any information about your country that is not on this list, please ask in the comments.

It seems high time to discontinue the use of the term "expat". This term normally carries an implied notion of social (rather than political or racial) privilege. "Immigrant" is surely the appropriate term to use throughout. "Expat" is anachronistic and has little place in thoughtful discussion of social and political matters. Nonetheless, your video is most interesting.

Some people are always looking to take offence these days. However, immigrant and expat have different meanings. An immigrant is someone who moves to another country with a view to staying. An expat is someone living in another country, usually on business or for a long holiday after retirement. They retain all links with their home country and intend to return. There are no racial implications whatsoever.

@@davidround8438 Disagree. I'm from a popular tourist destination especially for Brits. Even those who have permanently moved here, and cut almost all ties with the UK, and I know many, still call themselves "expats", while almost all the other nationalities are "immigrants". No English is ever an "immigrant" in their minds.

In fact, if you look at absolute numbers rather than percentages, Germany is the European country with the highest number of expats. But since it is also the European country with the highest number of inhabitants (after Russia, which is however a transcontinental country), it is "only" in eleventh place in this ranking. It is also that in these countries refugees and migrants can get citizenship more easily. In my country after 5 years, and you don’t even have to work to earn citizenship. And if you count in second generation refugees, they are in the top 10 for sure, maybe top five. In other countries refugees and migrant workers have to leave the country after an amount of time because their job ended (like Switzerland) or the discrimination is too immense.

@newguy8222 Hi! Thanks for sharing your opinion. We think the situation is a bit more complex. First of all, if we want to make a video ranking European countries, we are obviously obliged to consider ALL countries (and in fact, this is what the European Commission's Migration Atlas did, which is where we got this information). Then there are other small nations in Europe that have a much lower percentage of expats than those we mentioned in the video. Surely the size of the country, as you mentioned, can be a contributing factor, but it seems that there are many others, and even more important ones. At least that's what it seems from the European Migration Atlas.

@erikedstrom2710 Hi! It's not that simple. When dealing with statistics, if you want to do a professional job, you should (when possible) take all the data from a single source (and that it is authoritative). Obviously, this is not always possible. In this case, we took the statistics for EU countries from the European Migration Atlas 2023 (it is the last one they have published and it is related to data up to 2022). For non-EU European countries, we were then forced to check different sources (we looked at the national statistical institutes). In theory, the European Migration Atlas should take its data from the national institutes, and in fact most of the time they coincide. Sometimes there are slightly different data, and other times very different data. Obviously, it is not up to Amazing Europe to say who is right and who is wrong. However, we note that sometimes there is a somewhat ridiculous and paradoxical situation, with the European Atlas and the national statistical institutes giving even very different data (fortunately, however, this only happens in a few cases).

What you are trying to do here is rather difficult. What is the definition of an immigrant? Perhaps someone born outside the country under consideration? What about "droit du sol" vs "droit du sang"? Some of your commentators have referred to what people in their (or other) country 'look like'. Such comments are at least unscientific, and quite a few based on arbitrary prejudice (e.g. islamophobia). Other commentators draw attention to the size of countries - and certainly 'size matters' when trying to make comparisons. You put micro-states aside. This is sensible. How many inhabitants of the Vatican City, for example, were born there! When is a micro-state small enough to be considered a micro-state? I don't think it is sufficient to point out (as you do repeatedly in your responses) that you rely on the European Migration Atlas 2023 when data is available from that source, and, otherwise, from individual country sources. Some have argued, not without justification, that different sources are not comparable. Your response is that you have, essentially, done the best you can. However, interpretation of data is tricky! I checked out data from the most recent census (3 April 2022) in my own country (Ireland). In a population of just over 5m (5084879 to be exact), only 80% were born in Ireland (excluding Northern Ireland, of course). Of the remaining 20%, 1.2% were born in NI, 4.5% in Britain, 6.5% in the EU (outside Ireland) and 7.8% elsewhere. Based on these data, what is the percentage of immigrants? Maybe 18.8%? We don't usually think of people born in NI as 'immigrants'. Since Brexit, our dear neighbours in Britain seem more distant, even if family ties remain very significant! Almost two decades ago (if I recall correctly) natives of Poland living in Ireland outnumbered natives of Britain; this was no longer so in 2022 (106143 native Poles vs 227303 native British). Interestingly, only 15678 Ukrainians were recorded in the 2022 census; today, estimates exceed 100000. Thus the task of comparing the numbers of immigrants (and the significance of such data) in various European countries is indeed tricky! Yet, let's try to consider data scientifically rather than pander to our prejudices ...

  • @AmazingEuropeChannel

Hi! Thank you for your interesting observations! Let's clarify a few things: 1) As we mentioned in the video description, we followed the terminology used by the UK's "Immigration Advice Service": "The basic definition of an immigrant is someone who travels to a foreign country with the intention of settling there permanently." 2) Therefore, all residents of a nation who have citizenship of another nation (or are stateless) were considered. This includes both regular and irregular immigrants. We are planning another video exclusively on irregular immigrants. 3) The 5 European states unanimously recognized by all as microstates are Liechtenstein, Vatican City, San Marino, Andorra, and the Principality of Monaco. Some also include Malta, but most do not recognize it as a microstate. 4) We used official data precisely because we didn't want to rely on biases. 5) The problem you mentioned about the sources is true and serious. While making this video (and other videos on this channel), we noticed that different official sources gave different data. We find this quite embarrassing. We obviously know that this data is difficult to collect, but we would expect more professionalism from those who study it. For this video, we saw that in a few countries, the European Migration Atlas and the national statistical offices reported different figures. Faced with this, the "least bad" thing we could do was to look for an official "authoritative" source (and the TOP in Europe for this is the European Migration Atlas, since European migration studies and reforms are based on the data provided by this atlas). Unfortunately, this atlas has the "limitation" of only dealing with EU countries (it actually deals with all countries in the world, but only reports the number of immigrants for EU countries). Since our channel covers all European countries, we took the missing data from the national statistical offices. As you rightly said, it was a very complicated task, but we believe that this video has managed to give an overview of the situation. Have a nice day!

@matrixberzins465 Hi! We obtained the data for EU countries from the Atlas of Migration 2023, the official European Union document on migrant statistics. You can download it here: (publications.jrc.ec.europa.eu/repository/handle/JRC135949). If the link doesn't open, just search Google for "European Commission Atlas of Migration - 2023". It is not an easy document to read, so we recommend that you also read the document explaining how to interpret the data. As for Germany and Latvia, this atlas states that in 2022, 13.1% of the population were immigrants. For non-EU European countries, we have obviously reported the data taken from their national statistical institutes. P.S. To make this video, we obviously also looked at some websites of each individual nation, but we curiously noticed that they gave different statistics, sometimes by a lot. For this reason, we opted for a single authoritative source (the Atlas of Migration is the most authoritative document in the EU). If even this atlas reports incorrect data, obviously we at Amazing Europe cannot say so. Have a nice day!

@luciestepan8577 Salut !
