Time to Cancel Snowy Hydro

The $100-$200 million tunnel-boring machine known as Florence has been bogged in muddy water on soft ground for a year.
I followed up on previous estimate questions, where I was categorically lied to by bureaucrats who were trying to cover up this expensive and embarrassing disaster.
Why is the government allowing executives from the Snowy Hydro Authority to deliberately mislead the committee about the main tunnel being blocked by a boring machine that has not moved in a year?
Why did Snowy 2 executives and the government cover up the toxic gas in the tunnel that is coming from the chemicals used to unsuccessfully free Florence?
The cost has now blown out to $12 billion, with another $5 billion needed to carve a 50 metre wide easement through the Snowy Mountains National Park. This is to build transmission lines to take the power into the grid and to upgrade, to carry 2200 MW of power for 20 minutes in the morning and evening peak, which is all Snowy 2.0 will generate.

    This money should have been spent on the Bradfield scheme and the Beale scheme in NSW. Jack Beale's scheme not only would have diverted water inland and given inland NSW unlimited water, and it would give us a hydro scheme bigger than Snowy hydro.

    The tunnelling machine is not driven into a tunnel, but removes earth to form a tunnel. A three dimensional tunnel course is plotted with a geological survey which consists of drilling small vertical holes from the surface into the strata. Geological anomalies do exist and are subsequently discovered during the tunnelling process. It is a misconception the ground is solid beneath our feet. It may be said Snowy Hydro has the weight of the earth on it shoulder. Cheers

    I worked on a small AQ drilling rig, that can go down tunnels, and push a diamond tipped core 250 feet in any direction (even horizontally). So why didn't they use that (now old) technology to find out what they were going into? *Seems like massive incompetence to me.*

    They pre drilled 100 metres ahead of the machine before it started and hit soft ground and water. They sent the tunnelling machine anyway without the slurrying attachment they knew they needed. Sinkhole happened as a result.

    Florence is only 15 metres into the tunnel, there it became bogged in soft ground and it hasn’t moved since. This is common knowledge in Tumut. With all the modern technology available it’s surprising that they weren’t aware of the soft ground. Who knows if there will be any progress.

    Senator Roberts is spot-on, and we should all be grateful that someone is trying to keep the bastards honest. The entire project, as he stated, was "based on a false premise". FFS can we just build coal & gas powerplants already? The Australian people deserve to benefit from the vast natural energy resources our country offers, to reduce our costs of living and doing business. Selling it all to China as raw materials is stone-age thinking, and any argument that the Snowy II scheme is going to help the climate or the environment is just clown-world Chicken Little thinking. Australia should be much more prosperous, and right-thinking governments must put Australia first, just let China and India get emotional & stressed about climate change.

    No. A TBM is a multimillion dollar machine. Two projects they have been used on are the London Underground and the Chunnel Project between England and France. The Chunnel is actually 3 tunnels. They started boring from either end. On the French side they ran into soft ground and water issues. It took them ages for the issues to be rectified. Today, the Chunnel is open and a well means of transport between England and the France. These kind of issues don't get fixed in five minutes at the pub for the cost of a couple of beers. There are two types of engineer... a talker and a doer. If this were Bechtel Engineers saying the project was a failure and irretrievable... they are one of the go-to international engineering experts in the world. Whereas, Roberts is a talker who doesn't even come close to their level of engineering expertise. Malcolm Roberts talks a good game and probably means well..... but never forget this is the guy who spent 8 years unemployed with a highly desirable qualification behind him. Then, his first speech in Parliament after being elected was a real doozy... about the Bilderbergers and conspiracy theories.

    Cancel the bloody waste of $12B! This project works out to be $5.4M per MW! A Tesla Megapack comes in at ~$2.2M AUD for 3.9M MW ~$500K per MW not $5.4M! The equivalent cost of Snowy 2.0's 2200MW is $1.2B, add another billion or 2 for Shipping, Land & transmission lines. You can get the same end result for less than they have already wasted.

    @ebeneze5648 snowy 2.0 will use renewable energy to pump the water up to Tantangara Dam and then use gravity to generate power, basically the same as a battery. I don’t know what the efficiency of doing this is?, but I’d put money on it being less than a stationary battery system.

    ​@@bevaninaustraliaproducing electricity involves transforming energy(heat,wind,sun) into another form of energy(electricity) Including losses, friction & other factors, you do not get a proportionate output to input. Using electricity (pumps) to make water flow to drive turbines, to generate electricity is inefficient. I don't think technology has changed enough to change that principle.

    Cancellation may be the best and most prudent course of Action. Spending your way out of trouble without a proper plan to know whats ahead and stay within budget is naive (and bad project management). Simon Bartlett's comments on 4 corners re "better options to spend money on today" are pertinent and also requires investigation. Snowy II looks like an example of a bad project planning on the back of "captain calls". Well done Malcolm - you are doing a great job on this topic.

    Don't be silly. Malcolm Roberts is a paper tiger. He is allegedly a mining engineer and holds a Masters Degree in Business Administration from the Chicago University. That said, he doesn't have a lot of years' hands on experience in either role. Which likely explains why he was unemployed for 8 years after his last role. With those qualifications, and 'alleged' experience... there should be no shortage of work if you are competent and genuinely good at what you do. There are lots of these paper tiger types in the world...... impressive on paper.... not so impressive when it comes to the practical...... but talk a good game. The TBM has hit soft ground and water. That is not the first time it has occurred in the world. It is solvable.

    According to an ABC video, the instruction manual for the tunnel boring machine suggests that any starting boring is likely to be accompanied by loose ground and to prevent bogging, slurry handling baffles be installed BEFORE the TBM starts drilling. In this case it didn’t happen then the question is: Why didn’t the slurry baffles get installed prophylactically? The most likely answer is that NOBODY bothered to read the manual. That’s gross incompetence for a machine worth up to $200M. Sounds like the team are a bunch of cowboys rather than professionals. In a team of 500+ working on Snowy Hydro Mach II, all collecting salaries of $150,000 and above, nobody could be spared to RTFM. {Read the F….G manual}.

    Funny timing actually…. I have just come from a seminar in which it was quoted that 99.5% of “mega projects” run over budget, over time and fail to deliver on the business case objectives (as in it doesn’t do what it was sold as doing). We know a lot of that is because of government political “brain-farts”… snowy hydro, NBN etc. The current political belief is that “you can’t get elected without a mega project” (olympics and comm games are also in the mix for palachook and comrade andrews fans). The research also says that hydro projects are one of the riskiest (only to olympics in first followed by nuclear projects) with an expected budget over run of 175%. Given Turnbull’s original quote, this one is a record breaker to date, but about to be eclipsed by queensland borumba hydro…. From 2 billion as promised to current forecast of 16 billion without any construction even started.

    The whole project needs a feasibility assessment de novo ie back to fundamentals. The people that inherited this mess appear unable to grasp how to proceed. And we are being force marched wily nily to ‘net zero’. Policy lunacy. Administrative incompetence. Welcome to Oztraya.
