Effects like that are deliberate and not done on accident. If you’ve examined a real crime scene (even seen photos) this effect is not uncommon in these scenarios. For future reference, nobody’s going to waste time and money adding an effect to a movie that doesn’t make any sense. Especially in a “realistic” movie such as this.

This part of Sicario was so intense...sitting on the edge of my seat....brilliant

On imfdb its discovered that he was using a rubber prop for the visual scenes and was switched for a blank firing one when he was shooting at the car. Thats why it looked a little unreal.
