A hit with a cup there hurts no matter what. A hard cup would, at minimum, get jammed into the area around the protected area (trying to keep it clean for the comments section), but has a risk of breaking due to that collision. A soft cup, you still feel the direct impact.

It's a blue beanbag. The line judge (number 45) threw it to mark the spot of the fumble. They used to be white, yet they could be difficult to see, especially if the beanbag fell on a line or hashmark, so they made them blue.
