Edit: Another scenario would be where they all expect him to be immortal, which makes them think that because of that he will now die, so he surprises them all by reviving.

if villains expect to win against Surprise Attack, they will definitely lose because Surprise Atack does the unexpected but if villains stratigically expect to lose against him in order to win, then they will still lose because they were expecting to win by not expecting to win hence, Surprise Attack is invincible
