It’s only negative vetting (access only to top secret projects that involve you) that’s every 5 years, and that’s standard throughout the 5 eyes. Positive vetting (access to anything top secret) should be reviewed annually. Anyway, polygraph would probably not be effective on Ordis. Malignant narcissists often don’t indicate stress when lying.

Don’t stop reporting truths. Canadians need you.

It really bothers me that the RCMP really feel like they have the absolute right to access everyone's private communication. They were acting like them not having instant access to everything was a huge travesty of justice. Remember back when they needed a warrant and probable cause to tap a phone. Now they record everything.

You need a warrant to tap a landlines. Cell phones don't have any protection under the law and since no one uses landlines any more we lost that right. They can even access your cells camera ,mic and GPS eve if you think k you've got it turned off.

Great story. But notice that CBC recommends using "secure drop" to submit sensitive stories - while at the same time condemning the same encryption technology in the story. Privacy and confidential communication are necessary for trade, journalism, free speech and banking. Encryption is a tool that we all use every day and isn't inherently evil.

I was a Private First Class in the US Army Security Agency in the 60”s. It seems I was given more attention than that what was given to higher ranking officers! Background checks, psychological exams, drug tests, constant monitoring! My job description was to feed tape into a machine and monitor a teletype machine in code! Never knew what was being received or transmitted! Yet always monitored!

The Fifth Estate just tries to throw mud at RCMP constantly. They don't care if that mud has any base, just as long as the RCMP look bad they're happy. Contrary to the claim by this episode, the CIA does not use polygraph in their admissions screening and has not done so in 30 years. Fifth estate don't care about fact, if those facts get in the way of telling a good story about the RCMP being incompetent.

That is out and out untrue@@michaelpatrick7888 . A polygraph never detects deception, ever. It attenpts to detect anxiety through changes to blood pressure and perspiration. There are in fact lots of reasons someone might have such changes, deceit is very low on that list. Polygraph has been demonstrated over and over for 60 years now, to be no more accurate at finding deceit than any random person without a polygraph. That is, it's demonstrated to be no better than just asking questions. It is a complete falsehood that only people without a conscious can "pass". There are in fact a number of providers offering 3 hour long courses that teach ANYONE to "beat" a polygraph. There are likewise videos on KZread teaching the same for free. They are extremely easy to "beat" and it is extremely common for them to give false positive results to people who did nothing wrong. A polygraph is inadmissible in court because it has long been shown to be junk. They are deployed ONLY as a psychological tool at this point. That is, if you lie to a suspect by telling them you have a machine that knows when they're lying and they believe you, they just might confess on their own. Or to put that another way, they use it against naive and stupid people to try and get them to confess. Same as when you tell a suspect you have evidence that proves their guilt that you in fact do not have. Antisocial personality disorder (sociopathy) has nothing to do with having or not having a conscious. Please stop spreading misinformation about multiple topics you have no understanding of.

But again, as a retired NURSE, I challenge you to find another profession that cares as much, studies harder, prepares better, and works as hard as, NURSES. We are there assisting you to get and stay healthy, caring for you when you are sick (look up what it means to care for someone on a ventilator or on ECMO), and finally we are there at the end, to comfort and ease the pain of dying when there is nothing else to be done. What other profession do you know that does that? What other professions cry at the end of a shift, take the pain home with them, and sometimes wake up from a dream about what else could we have done? And BTW, the salaries aren't always that great, the hours are exhausting, we are required to work on holidays, weekends, and nights, and there is zero tolerance for calling in unless we are really really sick. We miss family time, birthdays, anniversaries, many holidays, weddings, first steps, first days of school, and funerals. We have to fight to be there to care for the sick in our own families and even ourselves. And we have to take an awful lot of abuse from families, patients, doctors, administration--but we forgive, because we know people are suffering and hurting. So, the next time you are sick and need care, try thinking a little kindly towards your NURSE. I regard being as a NURSE as a SACRED CALLING.

Just about everything related to psychology and psychiatry in the Canadian criminal justice system is counterintuitive and counterproductive. I give you Karla Homolka.

When I see people saying they need to restrict the use of private communication devices by all citizens, in order to protect the good citizens from bad people, and lots of ordinary people then advocate aggressively for the same, I reminded of “the good of the people is always the alibi of tyrants, and has the added benefit of giving good conscience to the servants of tyranny”

Interesting that he described the R.C.M.P. as a paramilitary organization. I thought they were a law enforcement agency of the Federal government. Bob Paulson should be subject to a 15 year financial audit. Always follow the money, bet he got paid.

What did the phone guy do criminally, I don’t get it? He was just selling secure phones. He has no responsibility of what people do with his phones. Let’s put CEOs of Bell and Rogers and Telus in jail too because their SIM cards were surely used in coordinating crime.

This is so messed up... How the heck did this guy get so much power and access to information. Why should anyone trust the RCMP now?

"I'm Bob McEwen in Ottawa". Fun fact: you can tell with the Parliament buildings behind him that he's actually standing across the River from Ottawa--likely at the Canadian Museum of History. He's not in Ottawa, he's in Hull (Gatineau), Quebec. Nerds love The Fifth Estate, if you couldn't already tell.

This kind of just points out how inept the RCMP is. Why is it that people in the senior ranks can "protect" obvious problem employees. The leadership that let this happen needs to have some jail time, loose their pension and all assets taken away.

In every job I've ever had there is markedly less scrutiny as people move up the ladder, doing less and less working making more and more money and suddenly more underlings to scapegoat and get fired lol.

Notice that the criminal wore the exact same glasses as the superior who was singing his praises. Flattery will get you anywhere. That’s why one should suspect flattery if it has any possible motive other than realistic acknowledgment of something particular, well done.

So your not allowed to sell phones, that can send messages that protects people's privacy. All devices should be like that. All people should have one.

The Americans have now realised the limited use of Polygraph and it has now been replaced with the more reliable tea-leaf reading and sheep entrail inspections. For more complex investigations they hold a seance. Gotta love our north American cousins for their utter lunacy.

There's a difference between admisable in court and its use as an investigative tool, or you know, screening for an intelligence analyst. Anything to say, "America Dumb" though, right?

@@thomasthezaugg8374 Well it is quite stupid to rely on a technology that has never been proven to work. If it doesnt work, what's the point of using it as an investigative tool? Recently, in the UK, it was used on a TV show when a guy was asked if he cheated on his wife. The polygraph test said he lied, she left, so he killed himself. Subsequent forensic checks of his cellphone records, emails etc proved he had no contact with the person he was accused of having an affair with. The show was immediately cancelled.

I was asked to take a polygraph for a security clearance I needed in the US Navy, TS-SCI. I refused and I really thought I would not get the clearance but the lady who was doing my interview, who oddly enough looked a lot like this woman in the video, asked my why I wouldn’t take it. I had a former coworker who was a certified polygraph examiner and was a State level Secretary/Treasurer who once told me to never agree to take one so I told her that and she said “Good advice.” I got to my first duty station and I was one of a handful of people who actually got a permanent clearance and everyone else had interim clearances. Not only do they use polygraph as pre-employment screening aid they actually use something even more absurd IMO a voice stress analysis which seems to be even more sketchy than the polygraph.

I love this channel. Great investigation journalism. You all do a incredible job getting the truth to the public. You are all just as good as politico or frontline on PBS. I watch every episode. I'm American but i appreciate the hard work you all do.

@@johnkenny694 The book 22 Murders on the Nova Scotia shootings tells me all I need to know on the upper management (crime bosses) thoughts on the safety of both their own officers on the ground, and towards the public in general. Very very untrustworthy people at the top of that tax payer funded CRIMINAL ORGANIZATION.

How I envy ppl like him. He would make a great friend for me. Imagine the great knowledge of history and humanity these ppl could teach you.

When I was a kid, if anyone asked what I wanted to be when I grew up, I would always say, "A mountie!" Over the years, through horrific blunders like the loss of all the evidence relating to the bombing of Air India Flight 182, I've come to see that the RCMP is a collection of incompetent, bungling, bullies, misogynists, racist egomaniacs. Sure, there are many decent, honest, hard-working officers in the RCMP, but the organization itself is a disgrace and an embarrassment to Canada. It should be cleansed from top to bottom with the background and performance of every member, starting at the top, being reviewed and scrutinized in depth by an unrelated third party. If "issues" are detected, that member should be fired immediately with no severance pay and where possible, the termination of RCMP pensions. This hallowed "institution" has become a stain on the reputation of Canada.

Love this show. It's one of my fav Canadian shows. The whole "War on Drugs" did more harm than good imo. There are so many examples like this where people motivated by greed and a feeling of entitlement get involved. I suppose it was the same way back in the days of Prohibition. We should realize that these "sin laws" never work. If a person wants to find a hooker they're going to find one. If they want to smoke a joint they're going to find one. We can't legislate morality.

Excellent point. Making certain drugs have a bogey man status while telling us all about the benefits of modern medical solutions based on pharmacology just does not work. How can we allow people to consume so much liquor that they are no longer in control of themselves but tell kids that one joint will send them into a meltdown. People just do not believe the authorities any more on this subject.

Cameron Ortis intelligence operative to RCMP worked for personal gain, who thought he was above scrutiny & the law. This documentary was highly informative, but also ridiculed the inadequacy of RCMP recruitment. They only re-scrutinise staff every 5 years, think of the potential damage to a country's security, over 5 years by a rogue agent who's undetected?? Edward Snowden (former N.S.A) made it known to the general public at large, how Five Eyes ( Intelligence Agencies - U.K, U.S, Canada, Australia, N.Z ) have been spying on us all, in a bid to slow down the threat of terrorism. Its unlikely he will return to the U.S -he's just received his Russian citizenship status, having been in exile since 2013. Snowden's actions were selfless & for the greater good unlike that of Ortis. There ought to be a part two this compelling story.

So, for want of a shiny new Range Rover these men literally put millions of people's lives at risk. Maybe for Vincent this was the motivation but not for Cameron. It runs deeper. With his level of expertise and intelligence "the smartest guy in the room" could have achieved anything he wanted. What he wanted had nothing to do with brand new Range Rovers. Those "toys" did not interest him. He lived too modestly for that. What he wanted was an adrenaline rush..... power... and most importantly....respite from boredom. At some point being the smartest guy in the room was a given. It ceased to be the ego buster it once was .... long ago. Then he found it. The perfect outlet. His need, combined with his lack of humility made this cloak and dagger adventure the perfect solution. So he went for it.

Good analogy quite a fall from grace for Cameron. Can't imagine being so smart working at your dream job, after completing your PhD, yet can't pay down his student debt and throws it all away to help a guy that's assisting criminal gangs. You can't make this up.

Maybe start paying people who are so important better. How is this guy, at 40 years old and the top of Canadian intelligence still paying off his student debts when that's what made him good enough for his job. Usually people like that, for example judges, have a high enough salary to not be easily bribed.

They said he was the smartest guy in the room. 😂 Thé other guy is selling untraceable phones to criminal but he gets arrested because they traced his phone.

How come the genius ortis the guy that is so smart and runs nicc sends a traceable email to reymos alerting him of case against him while he knows that reymos is under investigation and the email might be found? he has no motive to jeopardize his high ranking job. something smells here. was he not useful anymore? did his co workers that had complains against him before set him up ? or did he uncovered things he shouldn't ?
