I imagine they are part of a satanic cult that worships the Dark Lords who held sway over Middle-earth, namely Sauron and Morgoth. It is mentioned in the Tale of Adanel that Eru Ilúvatar (God) created mankind in the far east of the world. As soon as they awoke, they were corrupted by Morgoth, who came to them in a fair form and promised them many great things if they submitted to him instead of Eru. This is how evil and darkness began to take root in those remote regions of Arda. Sauron took advantage of the malice and corruption that Morgoth had sown and sought to subjugate the "wild men of darkness" who inhabited the far east and south of Middle-earth.
