Good question. I hope he answers here. Also, I've never heard of a rich person giving hundreds of thousands of dollars or a million dollars whatever, over the phone! Usually it takes flying to them, seeing them in person, developing a relationship, him visiting the place you want to build, another trip to see him, etc.
