If "him" would fit in the sentence, then you would use whomever. If "he" fits better, you would use whoever. Look for the "M."

By Middle English most inflection is lost, verb conjugations are much simpler and we only have Nominative and Genitive for general nouns, but are still frozen in most pronouns. Today we have: Masculine and Feminine Nominative who, Neuter Nominative - what, Genitive - whose, Dative - whom, and Instrumental - how/why
