The Borough doesnt mean anything, the Town of Wigan is 103k, Boltons is 139k. Wigan borough contains towns of Leigh, Astley, Tyldsleys, Atherton etc The people who live there would definately not call themselves Wiganers.

Of these rivalries you've compared, Wigan and Bolton are closer than the other two. Bolton's natural rivals are Wigan unless you are to suggest that the gap between the two clubs is growing so inexorably that Bolton can no longer consider latics rivals, quite like their supposed rivalry with United.
