That is strange, that he should single out the woman you were waiting for. Did she pick the meeting spot? Maybe she's a Karen who walks her dog there regularly and he's just a guy down on his luck who also goes there regularly too. To use the facilities? A Karen would make trouble for a guy like him. He probably finds it entertaining to find out what people are doing. Especially if that's his stomping ground (shoot is that cultural appropriation?)
