I will back for graduate after long pause after high school, and postgraduate. Sometimes when I watch some subjects it seems it is the first time to hear about it, but this will not stop me from trying Thank you Brett for all your tips and motivation

There's definitely hope... but as I also say, hope isn't a strategy. So make sure you're executing the right study plan, and then yes, breakthrough will definitely come for you at some point!

Do we need to take TOEFL before to start with GRE formation?

No. A lot of my students prepare for both exams at the same time. That said, check the submission deadlines for the various elements of your application for the school(s) you're applying to. It's possible they may want your TOEFL score earlier than your GRE score (which you'll submit with the rest of your application).
