The Joker wins a "fair" fight if he can see Art the Clown attacking him, but Art seems to be an immortal demonic being, so he would just take the Joker by surprise one day and do his thing. There's no way to defeat anyone or anything in the long run that can't be killed.

Joker is very skilled with combat. It isn’t shown much bc he uses trickery and fear to win most fights. But when he needs to, he can even block and counter some of Batman’s attacks.
