Are the able to decide and rendered decisions on their Own or they dominate by the Country's commission such as permanent mission of such as Canada or other countries to the UN? Governments can be named and shamed on the global stage for having HR issues that they are not addressing. This can affect trade, and alliances. So there can be consequences. Generally speaking most nations do try.... a bit.
