Billy Gunn is best known for his time in WWF / WWE tag teams. As part of The Smoking Gunns, The New Age Outlaws and Billy & Chuck, Billy definitely found more success as a tag team wrestler when compared to his singles runs. The WWF tried to make Billy a singles star on more than one occasion though but each and every time, Billy was unable to achieve main event status.
When The Smoking Gunns broke up in 1996, Billy became a heel. His new character wasn't much different from his Smoking Gunns gimmick but this time, he portrayed a sort of "outlaw" cowboy. This singles run abruptly ended when Billy needed to take time off. When he came back, Billy was repackaged as "Rockabilly", the protégé of The Honky Tonk Man.. and this turned out to be a bad move. When Rockabilly didn't work out, Billy Gunn joined forces with Road Dogg Jesse James, and The New Age Outlaws were born.
Billy left the Outlaws and DX to try another singles run. Billy won the 1999 King of the Ring and he was placed into a big match with The Rock at SummerSlam. All signs pointed to bigger and better things for Badass Billy Gunn but again, it didn't work out. After reuniting with DX and leaving again, Billy came back as "The One" Billy Gunn. The One Billy Gunn captured the Intercontinental Championship but he dropped it again mere weeks later. It seemed like every time Billy had a chance to go alone, he could just never climb up the ladder and break into the WWF / WWE main event, and this video looks at all these solo runs throughout Billy's WWE career.
00:00 - The Smoking Gunns break up
04:07 - Rockabilly
06:34 - Gunn leaves DX
08:40 - King of the Ring & SummerSlam 1999
14:42 - The One Billy Gunn
18:51 - Badass Billy Gunn returns in 2003

I just feel like Billy seemed to change gimmicks but never added more layers to his character persona work. Rock started off as rocky mavia, got some heel polish in the nation, added charisma and confidence to his character as the leader of the nation, and then he built the mean streak with Foley, and every other part he added to his persona. Not every wrestler goes into that detail, but the shine comes from the polished work

Mick Foley said once that one of the MacMahons asked him how to get Billy Gunn over. Is that a serious question? To get him (or anyone) over who isn't shooting off the page with charisma, you treat him like 1999 Triple H. Get him new gear. Then get him new music. Change it again. Change his hair. More importantly, he wins matches every week. Then he wins more matches just like Triple H. Doubt my plan, JBL in 2005 was just some fatty in a sleeveless APA tshirt then they gave him the Triple H treatment and he mainevented wrestlemania. Another case in point. Batista in 2005. He was literally given the Triple H treatment by Triple H himself.

HHH had those matches with Foley. Stone Cold had those matches with Bret Hart. In a lot of ways that's what the WWE needed after 97. They needed a guy like Bret Hart who could put guys over without damaging his own brand. Rock couldn't or wouldn't do it. Guerrro or Benoit seemed like a good choice but by the time they came it was too late for Billy. The only other option was an extended run with a singles title and him having several high profile defenses. WWE knew how to make guys but they rushed Billy and it hurt him.

@@gregmatic2861 Oh I absolutely agree. But you can't just throw anybody in the situation with a star and expect it to work. I think it never worked for Gunn or Venis cause they had a ceiling. The building of new stars just barely worked for Jericho and Benoit in 2000, and they're ten steps above Gunn. It took a while for it to work for Guerrero too. It worked quickly for Angle, but he's a freak. WWE had a big problem in 99/00 with making new stars, because the guys on top were so protective of their spots. HHH then took that mentality into the "reign of terror". It's no surprise that most of the new stars of 02-08 were made on SmackDown

As a kid I always wanted see The "Dark Riders"... It was my fantasy stable... Undertaker would be the leader, Smoking Gunns would be dressed in all Black, and Tatanka Would be dressed in all Black Regalia and war paint... Billy was and is a Great Wrestler...

Billy had the talent of a world champion but I felt his legacy will be as a member of DX and the New Age Outlaws. Don't get me wrong I loved them along with the smoking gunns but part of that also was I felt he didn't have the personality for a bigger push. Then I thought about the segments with the Rock and buried his push after he won King of The Ring.. The man looks great at his age and still moves like he was in his prime.

Speaking of King of the Ring - was it ever a real indicator of big push? Bret got a Jerry Lawler feud out of his win, Owen was in the midst of the feud with Bret and it was basically an angle for it, it took Bret Hart to turn Stone Cold on the next level not KOTR win. Triple H kinda had but it really started in 98. Shamrock got nothing out of his win, same with Gunn.

I think Billy Gunn should have had a lengthier Intercontinental title reign or a few more short Intercontinental title reigns but when I think of Billy Gunn or Road Dogg I tend to think of them together as the New Age Outlaws because they are my favorite tag team of all time.
