    Respectfully this is a thoroughly useless and ineffective tool, particularly as a legal remedy for racially motivated hate crime / discrimination.

    Thank you for your comment, I report what I find in the "books", but like you I also wonder about effectiveness and relevance. It appears to me that an act attempting to be all embracive, especially when the world is changing rapidly will need very frequent updates and have to be extremely detailed to cope with our world. My final thought is -- is something better than nothing? If it is useless and ineffective can it be fixed and if not, what is the alternative?
