Gosh, good question, maybe Madras? I don't really know if one city has more wind than another.

I live in the Central Valley of California, and we don’t have any wind. My wife and I have talked a lot about moving to central Oregon, but I gotta find a city that doesn’t have any.

I don't think it's windy here. There are occasionally fronts that come through, especially in the Spring but otherwise it's not windy.

The Deschutes river runs through the middle of Redmond as well LOL
