No, I do not think it a scam. Scams are designed to rip people off of their money, so far, I personally do not know of any person being 'scammed,' by purchasing masterworks. The art market is an unfair market with gatekeepers and the supply/demand system is artificial and the prices are completely arbitrary but it's not a scam.

Even though that’s messed up, it’s pretty funny that they actually had multiple people give the okay to install the software to make the car act different when being tested

The scary thing was that WV weren't the only one with emission scams. Fiat Chrysler, Jeep, Opel, Nissan, Renault, Mercedes, Audi, Porsche, and BMW all were charged and fined for similar actions.

It's kind of the opposite for many industries. Once you get big, you cheat in whatever way you can because you can no longer lead through innovation. Buying up politicians is standard practice. Most of the large banks and investment firms are even bigger, and are involved in much worse practices.

I thought this is about the pregnant lady getting hit and the missing kid that VW refused to help because of the owner wasn't subscribed to their $150/year location capabilities. Turns out it's something more.

I gotta say 30 billions is quite the sum...especially compared to the damages big pharma and tobacco have had to pay. The harm of what they did compared to this is beyond imagination.

At the same time the American fleet is extremely polluting with their V8's and oversized cars... and nobody does anything about that. VW just does the same thing as most big companies... they hide the truth about their environmental pollution and deceive the world.
