Arrested Development is an American television sitcom created by Mitchell Hurwitz. The show follows the Bluths, a formerly wealthy dysfunctional family. It is presented in a serialized format, incorporating handheld camera work, voice-over narration, archival photos, and historical footage. The show maintains numerous running gags and catchphrases. Ron Howard serves as both an executive producer and the omniscient narrator and, in later seasons, appears in the show portraying a fictionalized version of himself.
The series received critical acclaim, six Primetime Emmy Awards, and one Golden Globe Award, and attracted a cult following. It has been named one of the greatest TV shows of all time by publications including Time, Entertainment Weekly, and IGN.     Knowing the backstory to this makes Carl's appearance's even funnier. Carl was asked to be on the show and he agreed on one condition: "cheap." The writers had a macho-Carl-wrestler type but Carl was a little over it. Next thing you know, Carl appears in the show AND is the cheapest cheapskate ever. A real talent! Rest in Peace Carl - you will be missed!

    Mitch hurwitz the creator talked about this. There is long 3plus paragraph quote where he tells the background. OP summed it up, but recommend reading the full story because it is a nice tribute to carl's commitment to not just being 'that rocky guy' given his skills as an artist. He created this character with the show creators with that 'cheapskate' theme in mind.

    Carl Weathers standing there having somehow stolen someone’s leftovers, not a single scratch on him, shamelessly hijacking the news to claim ‘I’m looking at… 50,000 dollars worth of medical bills here’, having to pause to struggle to come up with a suitable sum of money, will always be one of the funniest things I’ve seen in my life, he stayed hustling and getting his stew on till the end

    The trope of an actor playing a weird version of themselves is always great. Early Simpsons did it best I feel, and Carl Weathers was one of the best examples. Rocky kicked ass too.

    He was invited as a joke to a Rocky III scene and he replied that he didn't wanna do any Rocky joke but instead he gave the idea of making a "cheap" version of himself. Mitchell Hurwitz loved the idea so it's CW itself who deserved that Grammy.

    I wish I could’ve met Carl Weathers. I think I was the only Irish kid in 1975 Chicago that wanted to grow up to be Apollo Creed. He was the reason I started lifting weights as a kid and made it a lifelong journey. Rest In Peace, sir.🇺🇸🥊

    Since I heard of his passing I’ve been waiting for this guy had some of the funniest moments in my opinion. Between this show and his iconic performances in Rocky and Predator he’ll always be top tier and will be incredibly missed

    Such a memorable guest character. And boy do I respect how careful Mr Wethers was with money. All the money he made being in the first 4 rocky movies and Predator and action Jackson and Happy Gilmore among others and yet he didn’t just blow it on fast cars and flashy mansions. He invested it wisely into really safe long term investments like exchange traded funds and mutual funds so that he could live comfortably off the dividends even if another acting gig never came his way. Mr Wethers inspired a whole generation to be frugal and careful with money and for that he will always be fondly remembered

    You forget how freaking funny Carl Weathers is. I'm laughing out loud, good god the man had great comedic timing. And I love they made him play a super frugal character, such a funny and absurd concept. He was so good as Greef in The Mandalorian, Apollo in Rocky... damn. So great.
