Approximately 16.7ms = duration of one frame at 60fps. Checks out. It's crazy that anything at all can react that fast. I'm a serious fighting game addict so I can sense frame-timing by eye with decent accuracy. Upon running the video back it's more like 2-2.5 frame. But that's still pretty damn amazing. If cats had thumbs and played video games they would generally speaking be able to beat damn near anyone in fighting games just off of their perception resolution. My best is maybe around 25-30ms, if I'm well rested, but a cat can damn near do that while asleep. Crazy as hell if you really think about it in those terms. If a cat ever learns to play mk, Tekken, etc we wouldn't even stand a chance.

Idk where you got that information but it's false, the fastest reflex's are of the trapjaw ant, followed by box jellyfish and a type of fruit fly. Trap jaw ants have a reaction time of 0.13 ms. In comparison the fastest insect wing beat is 3 ms.

Probably not, they just see fast motions quicker, just like flies. With flies this can be abused, if you slowly creep your hand up to the fly you're more likely to swat it with your hand than swinging rapidly.

The current theory that the speed at which you perceive the the passage of time correlates with the speed of your retina refreshing. Wouldn't make sense to waste energy overdriving your brain if all you get for it is seeing a motion-blurry mess, right? Ditto for wasting energy overdriving your eyes if your brain can't even use that extra speed. The reflex speed is mainly down to the physical length of the neural pathway from the sensory organs to the muscle. Neuron impulses propagate electro-chemically, at the speed of only about 200 mph.
