I know the area and it truely is a beautiful place
The building is Tutsham Mill, also known as West Farleigh Oil Mill, It was a water-powered oil seed cake mill, which was reputedly built in 1808 by John Rennie. The mill was partly destroyed by fire in 1889 and is now an ivy-covered ruin.
I don't know the area, but weirs are normally built to use the water ..typically to supply a canal, or as this building appears to be, power a mill. Cheer Gary
