She didn't even do the experiment right; the tape she placed created a bigger square which the reason why the tape was there in the first place was to keep holes from getting too big. She hadn't thought twice and set herself up to just fail.

It's actually larimer flow! But this so honestly one of the coolest things I've ever seen! I've seen it actually happen a few times and the water looks frozen but yet it's moving 😂!!

Is that not how everyone ties balloons, air-filled or water-filled? That’s the only way I’ve ever seen it be done/done it, and I can’t even imagine how else to tie a balloon.

Johanna! Have you seen Captain Disillusion's video on laminar flow? It's an amazing video, from back before videos of it were popular, and everyone thought it was a "fake CGI" effect. At the very end of the video, he shows this water balloon trick and talks a little bit about how it works. You should give it a watch!

This brings back memories of that captain disillusion laminar flow video

The tape is to prevent the rip from progress. It can be any tape that has enough adhesive to stop the rubber from ripping apart. On the first try it is too big, the knife is not the problem. The tape must be closer together. A big rip tends to be erratic a small rip tends to have smooth edges. A round balloon will roll, fix it. Don't hold it, don't squeeze it, that makes the water turbulent. Also let the balloon rest before pinching it and do it gently. Confetti that is bigger than the hole will clog it stopping the flow or making it turbulent.

As for the tape, can I use whatever type if I don't have electrical tape?

The tape is actually to control the pressure of both the water and pressure of whatever you use to pop it.
