Remember the saints of Samaria were without the holy ghost after believing the Gospel as so much as they Got baptized. Afterwards when the apostles heard they received the Gospel they prayed they might receive the Holy Ghost. The holy ghost is a gift , it's given to a believer. You don't claim it....God gives it you receive and you know when you receive it by evidence.
