It seems, if arbitrator's fees (cost), is not paid by any party, the arbitrator would dismiss/terminate the proceeding without supplying any award, since parties are not interested in it.

Sir mujhe ek question me problem hai aur wo constitution se related hai toh mera question yeh hai ki artical 46 ko khatm karna hoga toh kya hum usse khatm kar skte hai
