Teenager Saves Cop’s Life While Handcuffed, Now Receiving Award

Things were not going well in September for 17-year-old Jamal Rutledge. He was sitting handcuffed in a Ft. Lauderdale, Fla. police station being booked for criminal mischief and burglary charges by Officer Franklin Foulks.
Ironically, things turned around for Rutledge when Officer Foulks collapsed with an apparent heart attack. Thinking quickly, Rutledge began shouting for help and kicking the security fence as hard as he could. His outburst got the attention of the other officers, who rushed to Foulks’ aid and were able to stabilize him until paramedics arrived.
Doctors at the hospital have credited Rutledge’s quick action (along with the assisting officers) for saving Foulks’ life, and next week they will all be honored at a special ceremony. See, you never know what can happen when you get arrested!

    Peter Chan he if the right thing but doesn’t it almost seem like it’s odd how much people act like it’s so amazing that you didn’t just watch the guy die in front of him which likely would have given him more charges and he would’ve look like a Socio path. I’m not saying he doesn’t have a great heart he very likely does, but it just seems like people are making this out to be some extraordinary act, when it’s just what Any sane non-psycho pathic person would do. It’s not like you had some serious charges such as 1st degree murder

    Thirty years ago there was a kid in jail for shoplifting. He was around 15 I believe. The officer charged with monitoring the cell block the kid was in had a heart attack. While the rest of the brats in the cell block were laughing at him, that one boy ran over and did CPR on the officer while screaming at the others to go get help. They didn't and it wasn't until he had been doing CPR for nearly 15 minutes that another officer came along and an ambulance was called. The other officers took over CPR (doing compression for 15 minutes is exhausting for even someone in good shape). The officer lived and the kid got released the following week. The governor pardoned him. He was expected to serve almost a year in jail. All those kids who were laughing ended up serving out their entire sentences. My brother had been a school mate of that kid.

Put in a cell block (singular) with numerous guys, that an "officer" not a guard was keeping guard on when he had a heart attack. The others laughed (so not uncommon in Jail) I'm sure at the guard, not the shoplifter, who it seems somehow got out of his cell to help & despite laughing the others caused no other trouble?So this miracle occurrence led to a pardon for an illegal sentencing for a non-felony on an underage boy who should've been in juve? Well if it's true, whacked up system. Kid in the video. Good kid and very smart & police wise. He did EVERYTHING right for even a completely innocent person. He wasn't man-handled in anyway or dismissed. Really so admirable. Kept his head.

    +Perpetual Notion I see that you are new to planet Earth. I will explain the system to you. Shoplifting is a misdemeanor in most jurisdictions including the one I mentioned unless it goes over the threshold for a felony. Misdemeanors usually are minor crimes for which the penalty can be anywhere from a year of probation to a year in jail. Each state has different sentencing guidelines for various crimes. Juveniles frequently but not always are charged as minors. Occasionally they are charged as adults though in this case I believe he was charged and sentenced as a minor. Certain targeted crimes, shoplifting as an example, drug possession as another, routinely get higher sentences. Some states will sentence first time offenders whose crime is shoplifting, to the maximum due to the high incidence of that kind of crime. That is or was the case in that state. I am not aware of the current practice. But it definitely was the practice in that state thirty years ago. Virtually all retail establishments had huge posters warning that the minimum mandatory sentence was one year in jail for each item shoplifted. Minors over 12 got the same sentence but those under 16 spent their sentence in a juvenile jail. Juveniles did not go to some special boys camp where they rode horses, did gardening and sang around a campfire every evening. It was a juvenile facility but make no mistake it was jail. That included strip searches, wearing orange inmate uniforms with "INMATE" printed on the back. It included eating all meals with plastic spoons, taking communal showers, getting one roll of toilet paper every two weeks and sharing your cell with a 200 pound kid named bubba that keeps looking at you funny. Jails have cell blocks. Perhaps not all jails. But that one did. I distinctly remember the use of the phrase in the newspapers and on TV. I'm really not sure what that has anything to do with it. But it seems you are unfamiliar with the concept so I will explain. A cell block is a large open area with multiple cells that open onto the cell block floor or in the case of a multi level cell block, a mezzanine for the upper level(s). In some facilities there are multiple bunks per cell in others two or even just one. I am again not sure why it would matter and I don't recall that the papers mentioned how cell blocks were configured. The only thing I do know is that all were of the same gender and the ages were 12-15 though they may have segregated in a narrower age range per block but again, I don't believe the newspapers reported on such a fine irrelevant point. Correctional officers are NOT guards. They are correctional officers. I know because my uncle used to be one and he would get very irritated when someone called him a guard. They have law enforcement training. While it may not be the same as a police officer or sheriff's deputy they are officers. In many jurisdictions they are in fact sheriff's deputies. So officer is the preferred term. If you ever find yourself in a jail or prison I strongly urge you to refrain from addressing any correctional officer as "guard." "somehow got out of his cell" You seem to be unfamiliar with how jails work. Most jails, during the day, most of the time, are NOT under lock down. In other words, individual cells are open during the day most of the time in most facilities. There are high security facilities that are always on 24/7 lock down but not most facilities. So as to the "somehow," presumably he saw the officer from wherever he was within the cell block and got up and walked over to give him aid, or perhaps he ran over, who knows, who cares? I'm not sure what miracle occurrence you are referring to. There really are some people who are jailed who are decent people who will give aid when needed. There are several other examples of inmates at jails and prisons who have come to the aid of an officer depicted in KZread videos. You are here so I imagine you watched the above video as yet another example. I'm not sure why you think the sentence was illegal. I did not say it was illegal. I didn't tell you the state so you have no idea which state's laws apply. I have no idea why you would jump to the highly illogical conclusion that a misdemeanor would not result in a one year sentence since that is the normal maximum for several categories of misdemeanors. In some states it is actually more than one year but most is one. In some states shoplifting is a felony for which up to five years can be sentenced depending on the value of the goods in question. If I recall from a class I took on retail law 25 years ago, in that state, $50 was the threshold for a felony for shoplifting. $25 was the threshold if there was only one employee in the store at the time, for example, convenience stores. Your use of the word "juve" implies that you probably spent some time in "juve" in an extremely liberal state. In some states "juve" is simply the juvenile wing of a regular prison or jail (for some states jail and prison are in the same building with various wings devoted to various functions). In every state that I have ever lived in, and there have been several, juveniles are assigned to a juvenile wing in a regular jail or prison depending on the sentence but in larger states that have multiple prison facilities, juveniles do get their own facilities. I am assuming you are from one of those larger states. Perhaps New York or California, both big, both liberal and both with lots of multiple prisons and jails for various categories of inmates. In the state my original post was about there is one unified facility state wide for all jail and prison inmates regardless of gender, age or crime. So whether you are a 10 year old kid who shoplifted candy or a mass murderer or a 17 year old hooker, you go to the same facility. It's the big old stone castle surrounded by barbed wire and electric fences and razor wire that's near the geographic center of that state. You may not be accustomed to my terminology, it is based on an education and having long conversations with relatives who work in law enforcement and being an avid reader of newspapers long before the internet was invented.

    So many criminals are not bad people. Some people have just been dealt a hard hand. Drug addict mother, gang banging father. A lot of people learn to steal and cheat at a very young age.     Sometimes in life situations and desperation make you do things in the name of survival when you think there is no other way. Some may get away. Others may get caught. Some may judge this young man. But despite it all his life has purpose. He was the right place at the right time. Bless his heart.

    i would rather hope that cops in general can do the 180 thing. this kid is the same human being that he was 5 minutes prior to this incident. cops need to learn that fact. lets not forget that if that cop had just shot that kid, he would not be rendering aid, instead he would be handcuffing the bleeding kid. and practicing saying "i feared for my life"

    Well the judge will take that in consideration and his sentencing and that'll help a little bit and if he's not a convicted felon that's even better like that time I thought I'd video well that inmate jumped on the deputy in the jail cell all the other inmate was on his ass like white on rice they tapped his fucking ass and save the deputy One inmate was interviewed by the TV station they said why'd you do it they said cuz he treated everybody with respect no matter how bad the day was he one on Stroker and then the guy said if he had a bit of piece of shit he's a nobody that would have saved his ass make sense
