I think Kurama should be on a higher level... after all, Hiei himself said that he contacted Kurama about robbing that mirror because he didn't want him as an enemy

I'd take this more on a gauge of just raw power. While Kurama is strong is his own right, what makes him dangerous is his intelligence and being a technician in battle. If we're talking about most lethal? Definitely Hiei and Kurama.

There were official power levels just before the 3 kings tournament. Such as Kurama being 152k and then Yusuke being 200k(anime only)

I don’t think Kuwabara ever exceeded A class, he can still be the strongest pure human though.
