Yes because it has the walkers blood especially when they attempt to drag it out but fail, it's contaminated. If they were to drink that contaminated water they'd get sick, die from illness then resurrect back into a walker. In this situation idk if boiling the water would kill bacteria making it safe to drink the water, highly doubt it still wouldn't be safe.
