    Okay, I get it. SAFE/OUT calls are reviewable, BUT NOT SUBJECT TO PROTEST. Even when Buehle made contact with the pitcher's plate, NO PITCH WAS DELIVERED ergo, an appeal/challenge should still be permitted.

    If the pitcher makes a play on the batter, at that point he can't review because he has made a play. It does not matter whether he has toed the rubber or not.

    The problem was that while I agree with Joe Maddon it was not a timely protest. The rule says that you have to challenge before the next play on batter or runner and in a timely manner (the crew chief decides if the challenge is timely). The umpire screwed up but did so on a judgement call. Thus, the protest being dropped

    there was nothing to protest here. at the time, the manager had 30 seconds to request a replay review, and Gibbons has asked for time and by about the 20 second mark and is already talking to PU by the 30 second mark. the time limit has been changed to 20 seconds as of 2020, but I think as long as the manager has requested time by 20 seconds and immediately requests the replay as soon as he gets to the umpire (i.e. he's not stalling, waiting for word from his team replay people), that's considered a timely request.

    is protesting an agreed upon auxiallary rule about replays and timing the same as protesting an MLB rule in rule book? What if MLB agreed? Do they go back to time of infraction and resume game from there, replay whole thing?

    No, he can't throw a pitch. If he throws a pitch, then you can not review it.

    thats not entirely true, the next play starts when the pitcher first steps on the rubber, thus ending the time called when ever a previous play ends. For example, anything can happen from when he steps on the rubber to the next pitch, a balk, another pick play, myers could steal and force a rundown. So no, the next play starts when the pitcher steps on the rubber.

    Jack Harper how would any normal, non-review appeal work then, like missing a base? Most plays I see have the pitcher step on the rubber, have play put in, step off the rubber, and appeal. The rules for an appeal appear to be the same, requiring it before the next attempted play, but does that mean all of those appeals are invalid?

    For a missing base you would just appeal it like normal, before you step on the rubber, like throwing it to the bag which was missed. That would be my guess. its just, i see the reason for the no review. Mark was looking into the catcher for his next pitch. LethalClips

    elshpen I doubt the mlb would uphold a protest unless it's late in the game or the game was called due to weather. MLB has never resumed a protested game before the 7th inning except ones caused by weather.

    What gets me in todays technology bluetooth 5g wireless internet encryption and cell service and the like, why is the equipment used by the umps in contacting the NY league officials some huge bulky mini fridge sized suitcase contraption with headphone wires thicker than coax cables that's so big and heavy it requires a third person to be strapped to using a F1 racecar type 5 point harness just to support it, all for essentially just so 2 umps to make a 3 way phone call to an office in NY for them to hear if he's out or safe??? President Reagan could simultaneously launch thousands of nuclear warheads from the nuclear football an apparatus and equipment wirelessly that's half the size and a third of the complexity of that MLB monstrosity of a portable pay phonebooth almost 40 years ago. I just dont get it, do they feel that its a security risk that a hacker might tap into a cellular encryption or patch into and hijack a wifi signal and interfere with the integrity of a baseball review ruling posing as MLB officials. And need a dedicated hardwired fiber optic connection for security, reliability and sound clarity to thwart any mischievous russian hacker bots interfering with Americas past time influencing outcomes of a tuesday 1 pm Minnesota twins game?

    I didn't even think pickoffs could be challenged, aren't they judgement calls? Either way, the decision to challenge it was later than it should have been.

    The Godfather Any call on a tag out is reviewable. A judgment call is something like where to place runners in the case of spectator interference, whether or not a certain play was obstruction, etc.

    I don't think that is what they protested... They protested the fact that it was too late to challenge the call because the pitcher had gotten on the rubber

    Patrick Lauzon Pitcher on rubber has nothing to with the legality of a review. I believe you have 20 seconds to request a review or the until the pitcher throws the next pitch.

    He can protest because he protested a rule and the application of a rule which is a valid protest. He's not protesting that his guy was safe because that is not a valid protest.

    +Lisa Miller To Gordon Bombay's point I attached the rule under protest at the end. Joe Torre dismissed the protest but I did not find anything published on why he dismissed it. If I had to guess it would likely be because the rule states that the next play OR pitch starts when the pitcher takes his position on the rubber EXCEPT when the pitcher is going to do an appeal play. Furthermore, only the defensive team can call for a replay after the pitcher is on the rubber (again going under the assumption that they may do an appeal play). Toronto could easily argue that they were intending on doing an appeal play. In any case the rule does state that the umpire is the one who determines timely communication. All of the other conditions were met with the pitcher being on the rubber and the batter being in the box. I don't think Toronto would be able to claim "appeal play" because I do not believe that a pickoff attempt is an appealable play. The other scenario where I can imagine Joe Torre deciding to dismiss it is because Joe Maddon waited until after the review call to protest rather than protesting that rule immediately after he was informed that the play was under review. For Joe Maddon it was a clever move because if John Gibbons loses the challenge then Maddon and the Rays have a tiny advantage. It seems like Maddon was intentionally waiting to see if the call would go in Gibbons's favor before protesting. Fun fact for you though - 1 week prior to that game the San Francisco Giants won the first protest in baseball since 1986. They protested a game that they lost because it was called off due to rain but past the required number of innings to be considered "a game." They made a protest saying that the game should have never started under the first pitch weather conditions and they won the protest. Replay Rule II.D.1: Except as otherwise set forth in Sections II.D.2, 3 and 5 below, to be timely, a Manager must exercise his challenge (by verbal communication and/or hand signal to an Umpire), or the Crew Chief must initiate Replay Review (if applicable pursuant to Section II.C above) before the commencement of the next play or pitch. Such challenge or request will be considered timely only if the Umpire acknowledges that communication within the time period specified above. For purposes of these Regulations, the next "play" shall commence when the pitcher is on the rubber preparing to start his delivery and the batter has entered the batter's box (unless the defensive team initiates an appeal play in which case any call made during the play prior to the appeal still may be subject to Replay Review). A challenge to a play that ends the game must be invoked immediately upon the conclusion of the play, and both Clubs shall remain in their dugouts until the Replay Official issues his decision. No substitutions or pitching changes may take place while the Umpires are in the process of invoking Replay Review.

    I figured he wouldn't win that one. While it's a valid protest the play was always live because the ball was live and no pitch delivered. Sort of the same as in an appeal situation.

    I'm a cubs fan and I think Maddon is annoying with some of the stupid shit he argues and protests but this is actually a really legit beef. This was clearly starting the next play and a challenge shouldn't have been allowed.

    +SkinnyCow It has improved a bit since the first year, but what it has eliminated is a lot of managers spending 10 minuets yelling at an umpire after getting thrown out of a game because of a bad call.
