I see this time and time again when I inspect condo buildings with underground parkade. The sump pump system at the bottom of the parkade should be locked to prevent the unauthorized shut-down of the system. If you live in a condo and sit on the Strata Council I would encourage you to go down to your parkade and check to see if these panels are locked and actually tamper proof. A flood in your parkade could be very costly.

Love watching your videos. I have always gotten inspections for homes I was buying. Had a contact fall through because of an inspection because owners refused to fix items found on an inspection and would not discount price for me to fix. Worked out great because the next house we found had owners that worked with me and discounted the price for the needed repairs.
