I do agree it's not entirely the scammers fault but to say the law should punish the victim is far out, after all, they have already been punished thru their financial loss, loss of dignity, shaming remarks from the public etc. It goes a long way to show mercy to people who are suffering, although it's partially due to their naiveness but who of us is wise ALL the time??
