That's not how it works bud. It's usually a job from someone or peddaling influence. US does a good job limiting corruption but legal corruption like lobbying or large donations should be tackled and is the bigger problem here - people with money have outsized influence - not a big hidden conspiracy theory it's openly known and documented in court.

They pick up about a third of San Jose’s trash and recyclables also and run the recycling facility where their trucks unload. When they received part of San Jose sanitation contract in 2012 all the management that started there is long gone, it became a revolving door of hiring and firing at the terminal where trucks are dispatched.

The mayor should do a lie detector test. Everything she has said from the past is very hard to believe.
