If this is comics version, base doom should be lower. Annihilus is not above Thanos and so is Kang (comics). Gorr is below Galactus and dormammu. Dark pheonix should be above Galactus and dormammu too.

Juggernaut is weaker than Carnage? I get Carnage is a powerful alien symbiote, but Juggernaut's power is raw destructive energy amplified by momentum. When he pushes forward in stride, he can plow through almost any physical obstacle with ease. If Juggernaut speed walked up to Carnage, he could knock Cletus Kassidy out from the symbiote by hitting him in the chest.
