First king is the leader of aogiri holding the title ONE EYED KING. Spoilers for manga as wel but ironically kishou arima, the undefeated CCG holds the title one eyed king and is the leader of aogiri. Not anymore as kaneki holds this now.

​@UserBooy rating doesnt always have to do with strength, its based off how notorious they are, kinda like a bounty. For example, Jason was an S+ ghoul and Kaneki was just a C rated Ghoul who was barely known by the CCG, but later on defeats him, not because of rating, because of power
