Current shigaraki is prime allmight level and stated to be able to destroy all of japan by himself in one week and was able to tank most of a full powered dekus attacks while also being severely damaged trying to heal and decayed two citys one large one medium sized and we have few feats on all for one and prime all might but prime all might is stronger than all for one so shigaraki is stronger than both due to statements and feats
