You are clueless. Hundreds of people were needed to cordon off the area. He was found first with a heat-sensing drone, then with a team of officers who went to the site where they believed him to be. After they found him, the dog was used to encourage him to surrender. It was a well-run operation with a good outcome. You can blame the cost on the Pennsylvania prison system. They should not be using insecure county jails to hold dangerous prisoners.
