I think it should be the other way around, first baking soda with detergent to properly wash and remove the smell - including bacteria, then vinegar to disinfect and remove the odor that's left, plus a few traces of whatever it is - baking soda, detergent, etc. Also, to remove bacteria (causing the smell) a disinfectant should be used, if you wash under 60 degrees Celsius.

I've read that if you're going to add vinegar, add it straight to the wash compartment (in with the towels), so it gets more diluted. But you could also treat the towels in a bucket in your sink, then add them to the washing machine after draining. I've also switched to a half amount of low suds detergent and added washing soda (half/half) and for me it's meant no more stinky towels. I haven't used fabric softener for years, but you could try cutting that too. Often I find it's detergent build up that contributes to the smell.

Also useful ideas for towels ( and anything what doesn’t feel fresh enough even after washing): 1. Clean your washing machine, and leave the door open ( lots if very useful videos and tutorials available) 2. Reduce the size of the load- especially, if you have HD washer, what operates with less water. 3. Use Keds detergent. Nowadays the detergents are great quality, no need to overdo it. I personally never use the suggested amount. 4. Don’t use add ons. The simple detergent is good enough, especially, if you do hot cycle. 5. Don’t necessarily ( always ) use softener- maybe just occasionally. It can build up. 6. Choose the SUN! Air drying can give an amazing scent, and it’s also sanitizing. Fresh laundry scent from nature! 7. Watch, where and how you store the towels and are they fully dry. Also can use dryer sheets between them ( sparsely ) or favorite soaps… to boosts their scent. 8. Don’t let pets sleeping on your freshly cleaned laundry 😉😆 ( I also prefer to separate my colored towels ) 9. On the long run, it helps if all the towels are immediately hung after use- there’s no time for anything to grow on them ( between the fibers ) if they are aired out and dried properly, between each use. 10. If you really want to be without problems, buy linen towels or use fabrics, like 100% cotton sheets- which has much less issues, especially when they are white; they are very absorbent and don’t have the frottier / terry texture- with all the fluffy problems. Flat surface materials easier to clean and keep clean. Good luck 👍

Because of chronic pain and the fact that I hang dry about 30% to 50% of my load could expect that when I don't hang right away the clothes could become stinky, they don't. A washing machine maintenance guy once told me to run a 90 degree Celsius cycle min. once a month to release the calcium build up inside the machine, and keep it smelling fresh.
