Today we're going to look at one of the overlooked systems within Stellaris; Intel. I feel that the intel system is far more usefull than a lot of people seem to think and that you can really leverage your knowledge to overwhelm the Xeno menace.

    I think it's a waste, the operations are a bit tame. I want something catastrophic to do like spark uprisings, wreck planets. Beyond Earth's spy system had some useful and devastating covert ops.

    It doesn't go far enough right now. It needs to have more impact. Causing a diplomatic incident should give a malice against ALL empires, not just a random empire. Imagine causing an incident that could lead to an empire losing diplomatic weight in the galactic community for like 10 years which could lead to a change in the council positions.

    The spy system as a whole is a bit... meh. Most operations are utterly useless and not worth doing, but partly - if I don't need an ambassador for a breakpoint in the galactic community - I like to spy on potential rivals. Because I like the Intel part. Of course you don't know anything about an empire you have just met, and unveiling their territory with a spy makes sense just as well as getting to know their tech and so on. Afaik, without intel, you don't even know how good or bad they are compared to you. I kinda with they would use the operations system for espionage, and if the other empire detects an operation, they can counteract it so it would become a bit of a push and pull.

    Yes i use an Intel System but its an old i7 7700K. I actually plan to upgrade to an AMD r7 7700X ...but i'm still waiting for the X3D variants.

    Of course, Intel is better than AMD. But seriously, the espionage system is boring and uninteresting, I hope that in the future the developers will add more options.

    i hope they eventually do another pass at the intel/spying mechanic. Splitting envoy/spy would already be a good thing.

    Yeah, that's the real reason I don't use the system, since I enjoy the diplomatic aspect of the game too much to spare envoys

    I think they are gonna do another pass when they eventually get around to making envoys more unique. I remember earlier this year they said they wanted envoys to matter at some point

    I really wish Envoys acted like other leaders you could hire, and then just have a limit on how many can be in any given position at a time. That way an envoy can have specialties like infiltration, improving/harming relations, etc. They'd have more use than generals do.

    Yes have it you begin with 2 or each and then tech can make it that you have more of them available to use. I always end up running out of envoys because I start spy networks in potentially hostile empires so to have more knowledge of what they are doing in their space. Which means when I find empires that I can have as potential allies I don't have an envoy to improve relations with them, or if new empires are discovered or other task requiring envoys.

    One thing with intel/spies, if you have a spy in their empire, the spy will inform you when the AI is deciding to go to war with you about a year before they do it.

    I love that. There was an agressive empire sandwiches between me and a friendly. I immediately start militarising and sign a bunch of pacts with the other one and do a preemtive war.

    I remember seeing the notification then going through a massive militarization phase to prepare for the war. As soon as my fleet was done and my bastion was prepped with extra defence stations, I checked the notification and it had disappeared! Must have scared them off

    @ASpec Criminal Syndicates are higher up on my shitlist than Exterminator empires. I can at least shoot Purifiers when they take the time to bother me, but apparently turning half of my empire into Kowloon isn't a "hostile action."

    While it makes thematic sense to use Envoys as a spies, it does make things complicated mechanically. I kind of wish they would revamp Envoys in general so that they could be specialized for one task or another, Increasing Opinion, Influence at Galactic Community or Espionage. Then you would get more from each Envoy and would be easier to justify using them for different things. Edit: The main goal would basically be to get the work of two Envoys out of a single one, but only in their specialty. You'd still have to make decisions on that, but it would allow you to justify trying to do more things at once.

    It would also male events that block/kill/disable your envoys more mesningful. Why should I care that one of my envoys has to be fired for a political scandal? They will be just replaced and reassigned. But having envoys that act like leaders would make it more interesting.

    @@Karl_der_Genosse That would be very good, and it makes sense that a spymaster who has been doing the job for 40 years would be far more effective at it than a new spy, or an envoy who has been manipulating the Xeno community for 30 years would know how to avoid making mistakes that a new envoy would blunder into. Give them levels and specialisations, and make them recruitable like leaders. Give them a cap based on ethics/capital buildings if needed to reduce their power, but make them distinguishable from each other.

    Dude, I so appreciate your stellaris updates. I'm more than a little bit veteran in the game, but I take breaks from the game regularly and these vids are a chill way to every time get me slowly back in, even when I learn nothing new. So very pleasant :). Thx Aspec!

    There should be an intelligence-specific tab in the trade menu. You should be able to trade information you have on a certain empire to an empire that would use it against them.

    This is why I always build the Sentry Array first, gives a base 80 intel on all empires, 90 if you are psychic. Information is King.

    Yeah, my PC doesn't suffer from Lag Array like some peoples do. I got a restored one on a recent playthrough and I was in love.

    It kinda is Especially once you get your fancy galaxy wide spy station fully operational Also a whole bunch of treaties and other diplomatic actions provide insight I think even refugees give you intel so if you can allow "all refugees" you absolutely should Easiest way to bolster your numbers and stay up to date on the newest wars

    Since espionage uses up the few envoys you have, I rarely get to spy on anyone, especially early in the game. Later on it doesn't matter. I would very much like to play a shady species, but the mechanics hardly support this type of play.

    There are a bunch of ways you can get more Envoys. I think Diplomacy gives you 2 plus a 3rd from an Edict. Subterfuge gives you 1 (or 2?). The Bureau of Espionage Edict does not require Subterfuge and gives 1 more. Unless you're Inward Perfection (x0.01 draw chance) you'll eventually draw the Embassy Building Tech, +1 Envoy, eventually +2. You also get 1 for Xenophile, 2 for Fanatic, and a few more (2?) if you build the Interstellar Assembly.

    @@peterknutsen3070 There are also plenty of ways to use up your envoys, particularly if you are part of a federation or active in galactic politics, to say nothing of the myriad alien contact events. You'll never have enough until the late game, if even then. ='[.]'=

    @@AHoardyBoi 8 isn't enough to do diplomacy and spying, I'm at 7, of which 6 are envoys, and I have like 3 more empires I wanna start relations with and a bunch of others that I wouldn't mind spying on but I need to keep up my relations. I know I could micro the swap envoy cooldown but that is so annoying I'm not gonna do it, not to mention the Influence cost for anything is too prohibitive to actually expand early or wage war and interact with the galactic community later. There is no niche where it's ever better to spend your influence on spying than it is to use it on ANYTHING else. Don't get me wrong, I passively appoint spies sometimes. The passive Intel is super useful, especially early when you don't know where things are or if you're worried about a specific empire. I never do any of their actions other than Gather Intel with a Find Asset mixed in there though, I always end up moving my spies to First Contacts and then eventually they all become envoys anyway as the galaxy finds each other anyway. Because it's usefulness drops off so quickly, it never seems worth it to spec for it when I could be getting something more in line with my end goal

    I usually don't like spying mechanics, but I like how Intel works in Stellaris. Having to dedicate a limited ressource to gather information on another empire makes sense and is interesting to play.

    One thing I really wish was that Envoys acted like other leaders, with a limit on how many you could use per target instead of in total. That way they could have specialties in different forms of diplomacy or covert ops and you wouldn't have to make a hard choice between the two if you could afford both in a larger game.

    Intel is a micromaning hell. Focus on it and you may get a little advantage. ignore at you'll get to a hundred intel at some point anyway, and all the passiv advantages are yours. You cannot make a "spy empire" etc, selling information to other empires it would be cool, but not possible in the current state of the game. Intel needs to be more autnomous, with a change of ALL events and actions happening, but the likely hood increases if you actively engages in the system, or set at target specific goal or a (self) empire purpose of espionage. Currently, Intel and its focus trees are there for RP, but not worth spending more than a glance, the first time you play a stellaris game.

    The combat rework was a big boon for intel. Knowing what your enemy holds was always useful, but it wasn't until recently that you could get a real combat advantage by countering the enemy.

    I would never ever go to war without sufficient intel Knowing the position of all colonies and having a general idea of their fleet strength is essential

    You're telling me there's doubt in the fact that intel is a powerful tool, since it shows what your enemies have and can do, as well as what standing they have with other xenos and what their weakest link in the chain is, allowing you to precisely strike them where it hurts most and in their weakest moment? If so, I believe my imperial espionage agenies is going to receive some reprimands, for not telling me this.

    I once tried to play a game as a Romulan style empire, closed borders, maximum espionage, reasonable fleet power. Unfortunately I was roflstomped by an Awakened empire, but up to that point it was quite a fun game. The intel side of Stellaris could definitely do with a look over in the future though, cloaking devices would be pretty sweet, an item which renders your ship invisible to sensors (but can be countered by special sensors) but at the same time uses a whole load of power so restricts your weapon and shield load outs, but obviously as you go up the tech tree the power requirements for the cloak scale down incrementally.

    I hardly ever use the intel system because 90% of the time, I find it more useful to have my envoys either in the galactic community, or in a federation. There are just too few envoys to waste them on intel. I don't tend to play aggressively anyway since I can usually reach my goals without going to war, so I rarely need the intel.

    Yeah it's useful to know these things, only problem is it takes forever to start getting any valuable information. Spying as a whole is just very underwhelming.

    I use the system. If I meet a genocidal, or a potential beliggerent, then I'll send an Envoy as early as possibly to build up a Spy Network. If it's a genocidal, or a potential beliggetent that keeps having a hostile attitude, then I'll also try to spare the Essence to grab a couple of Assets. I mainly do this because Decryption vs Encryption seems to be all-or-nothing in practice. Either we're equals, which almost only happens in the early game (meaning I can get Infiltration up to the 40-60 range without shenanihans), or else I'm either a couple of points inferior to the hostile (max Infil 30 or even 20!) or else I'm *many* points superior (so max Infil 80+). I think part of the problem is that all the Techs that increase Codebreaking are gated behind one other Tech, and so at first it keeps not happening, and then suddenly it starts happening all at once, and so within a span of a mere 15 years I flippetyflop from Max Infil 20 to Max Infil 90. I'd like something much more gradual. By which I mean much more gradual in actual play. I'm sure the current system looks very nice on paper. Secondly, I don't like that Spy Operations cost Influence and expecially that there is no way to reduce that cost. I really feel like I have plenty of things that I'd rather spend my Inf on in the mid game, such as Outposting more systems, and re-negotiating terms with my Vassals and Protectorates. I find myself having plenty of Inf in the mid game and especially the end game, but at that point I'm on Max Infil 90 already, so no missions feel worth doing. That's also one reason Subterfuge is bad. It could use a buff, in the form of a halving of the Inf cost of Spy Ops. Generally it's not a Tradition I enjoy taking. It can fit in terms of roleplay but the mechanics just ain't there. I always feel like I'm missing out by spending a Tradition slot on it. I'd like to see Subterfuge buffed. Hard. I'd also like to see an Ascension Perk that enhances espionage and intel somehow. We have Civics that add to Codebreaking or Encryption, but no Perk (maybe Enigmatic Engineering does? It has always been weird, and anyway the kind of IMF Team Perk I'm talking about would be rather different. Maybe it halves the Inf cost of Spy Ops, adds +1 to Spy Op Skill, and halves the time they take). Something often overlooked is that Codebreaking bonuses also help you win First Contacts. Maybe some day I'll try a run with Fanatic Xenophile (that part is not unusual for me), Cutthroat Politics and taking Subterfuge as my first Tradition.

    Intel is a pretty good system and I like how u don’t automatically know everything about some1 after first contact. I do wish we can do more things with the espionage system though. Like IRL, I’d like to have the ability to “steal” leaders or engage in Grey zone military tactics (e.g. sponsor rebels that routinely “rise up” on enemy planets in the form of regular spawns of rebel fleets and on-planet battles). I’d also like to say that while Gather Intel is good, I much prefer Acquire Asset because that increases the max level of your intel rather than just giving it a temporary boost.

    It's one of the few things you can do with your envoys when playing Devouring Swarm, which is also why I'm glad it's not more powerful than it currently is.

    I really love that you point this topic out because in my last game in Multiplayer did tested this for the first time and found it pretty cool with all this unique Spy Missions which I never realised before.

    I have modded in one of the funniest origins into the game. Remember Behind the Scenes origins from Modjam? I edited it to be in line with modern edicts with unity costs. Added in a bit of infiltration speed and codebreaking. And by gods, it's so damn funny. Basically all you do is play tall. Have solid defenses. But mainly - do one operation after another. Due to the origin, you are able to spread rumors about your rivals. These rumors will result in negative events for the rivals. Alongside that, you simply use one operation after another to sabotage their economy, science and relations. Hell, throw in criminal syndicate in there to force them to waste resources on building enforcer units... and there you go. Utterly hilarious.

    The AI and players normally have a lot of their fleet in the capital system so I love blowing up there sun and using Sabotage on the stations and ships.

    The biggest advantage of intel is being able to decide if you either want to focus on economy or spend your resources on military. Upkeep on military isn't cheap and it is sometimes crucial if you want to win in the long term

    ye i am not spending 100000000 influence to know that the guy who is equivalent to me has roughly the same fleet power as me. There is always a better way to spend influence than 300 power pirate fleets, useless operatives etc. Stealing tech is useful but other than that its so bad

    Envoys/Spies should be a leadership position with the special bonuses included for each envoy that you can hire. Have the limitations similar to how it works with edicts, you can start to hire 3, if you hire more than 3, it costs you a portion of monthly influence and plus either monthly unity or energy credits to maintain. Personally, attaching an envoy to the "harm relations" position sounds more like a spymaster activity.

    Once I think a small empire decided to try to mess with my relations with another empire. The issue is, they made me have a diplomatic problem occur with a Determined Exterminator. The second issue, is that I was playing a Devouring Swarm. The last issue, was that I was in the middle of a war with said Determined Exterminators. So I gained 1686.0 Unity instead.

    I think the intel system is hard system to make sense of in the terms of what useful info you get out sometimes. This video did a good job of getting us in the door so to speak. I usually use it to find my rivals and sow distrust amongst rival alliances or to sabotage starbases during crucial wars.

    I would love when the intel system would allow more situations like with the stellarites... or even special techs to gain more faivors oder smuggle of ressources to certain degree (hidden or exposed in the detailed view)... or something like more building costs... it's a wide field

    I usually use gather Intel to find where all there planets are in preparation for war. Especially at the beginning of the game where little is known about the foe

    Spying is not bad today, but nothing compares to og Master of Orion where you steal techs and then blame others (Darloks).

    It's decent, but can be imporoved. One thing that needs to be tied to it is the Criminal Syndicate. You should have to use espionage to figure out whose operating on your world and what buildings they have. But, my favorite thing to do is to blow up my enemies stars with the stellar devourer's egg sack.

    Intel is the one part of the espionage system that's actually decent. Running operations is a hassle, and mostly just bad, but just the passive bit where you deploy a spy to slowly gain information about your neighbour's systems and whatnot is pretty solid, even if you keep the micro down to just parking a spy and leaving it. Information disparity is just a good and appropriate thing that I think might be interesting if it had bigger effects, though I couldn't say what off the top of my head. I also feel that it really should somehow tie into crime. If you've got a lot of corruption, it should be easier to spy on you. Might give them some inventive to make crime an actual system beyond the free stability.

    I have done spy focused runs and they don't feel great immediately but then whenever I don't have the spys in future runs i hate it.

    Lately I just alloy/supremacist rush in the beginning (before switching over to tech) and get a fleet 2 to 3 times the size of my neighbors mostly comprised of missiles (seems like the larger your missile fleet is, the worse a PD defending fleet is) then go in with no real idea of what types of ships they have. So far it has worked out and is less tedious than constantly clicking gather intel. I wouldn't mind intel if it was an edict you could click on one time and it would run at a cost until you cancelled it, instead of constantly restarting intels missions only to gather little to no actual intel.

    I use Intel. Though I usually do not change my ship designs based on the info, but that's just me playing suboptimal becaus I don't like min/maxing. It's a good idea though. I also have decent success in taking espionage as a Criminal Syndicate to get vision on their planets and do some criminal corporae holding fuckery

    Before spying was in the game we got the power readout and I used it extensively to gauge cyself to the rest of the galaxy and other things so I've always been using intel because it had to be in my playstyle. Very cool feature. Could be cooler though!

    I have every necessary dlc enabled but can never seem to get spying to work. I never gain access to the operations shown. Excluding the first one “gather information” What could I do about that?

    Really quick question: how do you get the other espionage operations besides the gather information operation? Does that come with the a DLC or something? Or does it come with a technology unlock?

    I've played with it a little. I typically use it to look closely at troublemakers and cause them trouble, like arranging for some nasty privateers to plunder their trade routes. This should be split into specialties. Diplomat (or Envoy) doesn't necessarily equal spy. Spying is complex, and doing it as your side gig will probably fail. Diplomats are watched closely because they are often assumed to be spies. It's a little much to ask that the diplomat skilled in etiquette punch out at the embassy at five and go do black bag shenanigans all night. In our real world, in many countries, Marines assigned to embassies hold intelligence billets. Someone who is Force Recon trained is quite capable of taking care of business the diplomats shouldn't be bothered with knowing about. I'd suggest that the envoy and the spy be two classes with strengths and weaknesses like the other classes (Admirals and scientists). A spy might have hacking skills and break encryption. The Diplomat might have knowledge of trade networks and act as a fixer to boost trade deals. One that would work for both classes would be connections.

    all the time but recently i have only focused on potieonal bad news for me special since if i don't keep my fleet up i might get attacked by said civ. Beyond that if i want something from them it is easier if i know they want to deal with me or if it will cost me a arm and or leg.

    You can see the HP for shields, armor, and hull without any intel at all, just look at the fleet stats.

    I always rely on intel in a game, even if I use it a little late due to lack of envoys and/or high enemy encryption. The idea of keeping an enemy empire at bay with infomation on them adds so much flavor.

    The very limited number of envoys makes gathering intel, as opposed to say improving relations, a poor use of very limited resources.

    I like to use intel, in one game for example I destabilised a hostile neighbour so much only with intel operations that another empire cleared them of the map without me having to sent a single ship. It can be resource eating butfor me it is fun and adds depth to the game 😊

    I've never been able to figure out where we actually go to to see the number of Relics held by another Empire, assuming we have high enough Intel on them. I've not seem an evident place where that is actually listed - does anyone here know?

    I love the intel system I woul dlike to see it expanded with more operations, like a sell secrets operation, where you could sell secrets from one empire to another and gain some Energy creds. Or if you suspect a they are gathering inyel on you, you could run an anti intel operation which would reduce their intel on you by providing false info.

    The big issue I have with intel is that unless you have 100 base intel universally (such as ruined and constructed sentry together), you can't see fleet components of non-diplomatic factions (unawakened fallen empires, literally every crisis including L-cluster, Leviathans, etc.), so you don't even get the ability to design ship counters after increasing intel, which was the entire point of putting ship designs behind intel in the first place. While people who have been playing for a while scoff, I'm talking about casual, new, and returning players who are rusty, not those of us that have the 5 tabs of the stellaris wiki open on another monitor with the archeological sites, anomalies, and events so we can figure out which of them to pick. And besides, if the 4th crisis has randomly rolled ships with concealed weapon visuals in combat, how would we feel when we found out the hard way while playing on a PC that has a lag array?

    The pain in the ass with this is that any empire I want intel on is usually hostile to me, so no treaties or sco ships scouting, so intel clocks up super slow.

    I do think it's kind of strange, spy networks thrive in empires you have positive relations with but wouldn't spy networks make more sense with your enemies?

    I use the intel every now and then but it pretty much gets abandoned once I get the sentry spire in space, mainly because this gives me 100 intel on everyone anyhow

    It used to be that we had perfect intel on everybody we met. Now you have to work for it, which I find quite cool. Note that without the appropriate DLC, you will be very limited on which operations you can perform.

    @@cosmictreason2242 Ship info requires something like 80 intel, and unless you are alied it maxes out at 50. So yea, I think you're right. Not sure you can get ship info on the fauna even with the expansion.

    Spy networks feels underwhelming despite it having some neat mechanics, but everytime I launch a steal relic option, the infiltration boost I got from launching ops beforehand ends, and it never concludes. It's very annoying because yes I mean it shouldn't be easy to steal relics, but when you manage to start the ops let at least the op finish. Even if it ends up in failure. Because when you receive the message that infiltration is not good enough, it feels like all the efforts you did in order to start it were wasted.

    So, I had a weird thing that isn't tied to this video, but it was latest posted and I wanted to see if anyone else could replicate it. I was a determined exterminator on 5x tech costs and .25 habitable planets. I was bombed a holy planet into a tomb world because I had so many worlds, I stopped caring. (didn't realize it was a holy planet otherwise I would have left it alone) well this pissed off the spiritualist FE and they decided to vassalize me. With their 300K fleets to my 50K fleets I instantly accepted defeat. WELL, all my current techs finished at the same time and I went to check them, I picked new ones and they all said "No progress" Weird but probably the game not wanting to compute time for completion while I get vassalized. hit play and they all insta finished... huh... I hit auto research and I go from tier 3 research to instantly being having all techs done.

    I don't really use spies. Not enough envoys to go around and I'm busy trying to become The Senate, plus they're still a little underfunctioned, since I don't really have the relevant DLC.

    Any time you have a system like this, it should be double automated. What I mean by double automated is that first, there should be a set-it-and-forget-it I want you to do this button, in this case build up spy strength and then spending that strength to gather intel and minions. This is a "cold war" setting. Prepare for war, but don't take hostile actions without my say so. There are other automation priorities that you can use, but they'll anger the target. Double automated means that when I do go to war, they STOP gathering intel and building spy network and instead start blowing up buildings or whatever. Spend all that strength they've been gathering. I would even say that every single time you go to war, there should be a random event on both sides based on spy network strength when you press the button to encourage you to spend a couple of years building up for war. It's so annoying when you have a hidden system like this and need to remember oh, I have to go here and do this too... especially with espionage which is frankly weak in stellaris. You can't debuff an empire or steal or disable a fleet, all you can do is hamper their alloy production a little. Taking the devestation to 100 for a couple of years does that anyway, only better. So yeah, Spy stuff should be automated and then war policies should flip them hostile and power them up so they suck less.
