Steffy shouldn't have been shocked because Finn doesn't do nothing but lie and when he's caught looks stupid as many times he has lied about keeping away from Shelia and still did what he promise not to do, if he cheats with Hope then she'll know his true colors and that he's not that loyal or honest person she thought he was because no one can make you cheat on your spouse but yourself.
