I am using the new verison and the option has changed. You still has the option but you have to apply it differently. Please check KZread for track matte

When I select the PEN tool to draw the lines on the words, I don't have the Fill and Stroke, just the lines to manipulate, frustrating, in the forum they say its because I had the solid select which is not true and options still don't show for me. Sad.

Just search spray paint sound effect.
I still see red strokes when i pair the text with shape. it animates only red strokes but the text stays the same

You are probably using the track matte option wrong. Please watch the tutorial carefully
