In Hwaseong south of Seoul, South Korea, danger lurked. From 1986 to 1991, someone was stalking the fields of Hwaseong, aiming for women wearing red. Over the years there would be a copycat, and thing would go quiet for a long time. Enter Lee Choon-Jae, and he was far worse than anyone imagined.
NOTE: The Statute of Limitations in South Korea was removed in 2015, but it's not retroactive

    Lee Choon-Jae actually did see "Memories of Murder" in theaters. He said he had no particular reactions or feelings about it. One of the reasons Director Bong Joon-ho specifically chose this ending because he was confident the killer would watch it. He was right, but apparently Lee had such little or no conscience that he couldnt connect a based-on-his-reality drama emotionally to his actual reality and the shame it should/would cause in most human beings. Just another chilling example of how psychologically messed up Lee really is.

    Yeah, while I cannot find any information about how prisoners can watch films in South Korea, it would make sense that prisoners would be forced to watch "Memories of Murder". As Director Bong Joon-ho made this movie hoping the killer would watch it, it would make sense for jails to make inmates watch it in the hopes it would drive the killer to confess to what they've done if they were already imprisoned. Given the murders did stop and what we already know about serial killers in general, the police probably figured the killer was in jail or dead.

    What's chilling is that, roughly seventeen years ago, the police consulted Yoo Young-chul for this case, who is basically the Ted Bundy of South Korea (killed 20 people in little less than an year), during Lee Choon-jae's killing hiatus after he stuck in jail for murduring his sister in law. Young-chul, after observing the case, stated: "The killer is either dead already or in jail. Otherwise, he wouldn't have been able to stop himself. He's addicted to murder." He was on point.

    There should be NO statute of limitations on murder, in *any* country. Edit: South Korea has changed that now. So that's good.

    We had it in the uk until we joined the EU an they changed our laws an legislation. They also changed it to be your guilty as charged, prove your innocent. But most people don't even know it. A person can also be tried over and over if they are found not guilty...the law is not just or fair. You could be accused of murder some day, an with no statute of limits how would you like it to be 40 years later.

    @@oldgolfpunk We could be accused of any crime on any day. Accusations are just that. For people to be convicted there needs to be evidence. So if you commit a murder and then avoid prosecution for 40 years, I’d say they would feel pretty lucky to have 40 years of freedom they wouldn’t have had otherwise. As for the innocently accused, I’m sure it would feel just as terrible to be accused of a 40 year old crime as it would a 4 day old crime. The timing is pretty immaterial.

But as to the statute of limitations, no, if you murder someone you shouldn't be able to get away with it, ever, especially after just 17 years. Instead of asking about how they would feel about being charged after 40 years, ask yourself if you had a family member murdered, how would you feel if that person was caught after 20 years but gets to walk because it took too long to catch them.

    Coming from a country that does not have a statute of limitations for murder, it's always so weird to me to hear about stories where a killer was found decades later but couldn't be brought to trial because of the law.

    Wait til you hear about the law they have when someone commits a crime while intoxicated. They are given a lesser punishment because they were under the influence so it actually wasn’t them it was the alcohol that caused them to do it. Extremely ridiculous.

    According to news articles, the parole board is never letting him out. They also abolished the statute of limitations for murder in 2015.

    I am a subscriber who lives in South Korea. Unlike at the time of the incident, the criminal was imprisoned for other crimes, recent advances in science and technology led to a profiler's presence and a confession after a long interview.

    I too live in Korea, actually for 14 yrs now. As much as Korea has developed economically, its laws are still 3rd world country at best. It benefits the criminal more than the victim, albeit a violent or self defense. Korea must update its laws to protect the innocent.

I lived in the East and it's a colorful and interesting place but it has a very dark side ... it's generally very safe but when things go to hell it's the Guinness Book of Records.     they shouldn’t have covered anything up but they should’ve just sealed the file and kept the public/media away from it due to the age of the victim. idk the whole thing (even the murderer said he didn’t try ti hide anything and was talk to by the cops ab OTHER ppl, yet he was the spitting image of the sketch) seems like the cops already had their minds made up ab the situation before they began truly looking into ppl

But incompetent police are more problematic for investigating 20,000 people around him and forcing the crime on an innocent person, but couldn't find the actual criminal for almost a decade when he left a whole new level of clues. Same area, same patterns, same time, same bus...I know that the technology is not good back then, but I still couldn't get it... Hire a lady police officer who gets off the bus in different outfits in that bus for some days with a weapon with her...

    I currently live in Korea (specifically Chungnam province) and since January this year there has been (I believe) 5 women found naked (or stripped) and dead in various places (river, rice paddy, etc.) in my province. The police have claimed all of these are suicides. It makes no sense that someone would pull their underwear down and just die on the river bank. They've never reported anything that could've been evidence of suicide, like a note or something. I've seen little to no media coverage on it and even now I struggle to find articles about it.

    No crime with a physical victim should have a statue of limitations. Financial crimes or drug related are one thing but sexual and physical crimes should not have an expiration date.

    The last scene of the movie was brilliant tho, we’re told that Park Doo-Man (The Detective) who claims to see through someone’s soul through gazing at them looks at the camera as the Director knows that that serial killer will be watching the film letting him reminded of his sins. And now the dude’s been finally identified.

    You're my anti drug. When I used to use I'd make sure I was sober on posting days. Hard to follow the videos high on meth so I gradually started using less and less until I stopped(takes a day or two to sober up completely) love ya mike.     That's a very good connection ir would be interesting to see if 1 the victims had physical similarities And 2 and can those traits be linked to the sister. If so then it's fair to assume that he was responsible for the sisters murder strangulation and drowning can often resemble each other in the flailing throws in which a victim reacts to. I can also guarantee that within the period of time from thw sisters death to the victims now their will be many other women that suffered by his hands

    This happens far too often. This has to be said: police agencies are NOT interested in the truth; police agencies/detectives are interested in CLOSING CASES and they will pin a case on an innocent person if they have to.

    Poland, guy served 25 yrs for nothing, cops needed the perpetrator fast so they found one, extracted the confesion with violence. It's very known case here as the guy recently came out, big movie and shit. Those types of cases are universal - police is under pressure to solve the case so they help themselves 'a little bit"

While punishment may be lonesome and damage your reputation, you can be financially reimbursed, you cannot be unkilled.

    Sex crime justice is repulsive in S.Korea. Just last year, two singers were charged for drugging and gang raping multiple women on multiple occasions, taping the assaults and sharing it in group chats. They have the messages and videos as evidence. They got five or six years only to have their sentences REDUCED. They have filed multiple appeals. Their justice system is a joke.

It was great to see your vid about the actual capture of this man, after seeing the movie with no resolution of the case yet. My movie night group has been watching South Korea movies for almost a year. I cannot recommend them highly enough.

    The film inspired by this case, Memories of Murder is one of the first films that hipped me to the excellence of Korean thrillers. The director Bong Joon-ho won an Oscar last year for the biting social class satire Parasite. He also directed Snowpiercer. His entire film catalogue is genius.

    Yeah I really don't see why we need it. Maybe the SOL has some benefit in that you don't always have to live with a black mark against your name if you did something dubious a few years back, like a spot of drug dealing or minor thefts. But when we get to murder, rape, molestation... I don't care if it's a hundred years after the fact, if you are found out, you should be prosecuted.

    Read somewhere it's actually the little boys, teen boys, n men that make up bulk of the murdered victims. Edit- 77% M, 23% F in general. Edit II: SERIAL KILLING IS RARE among homicides.     I'm an American and was stationed at Su Won Air Base in Gyonggi Province, Korea then later taught there for several years; I was teaching at the National Police University when these murders occurred and we tried to solve them (to no avail, obviously).

    I have so much respect for the director for making the movie when the police are basically useless and misconducting all of the investigations and numerous people were blindly investigated and charged, still women just kept disappearing. He was like “That’s enough, let me just tell the whole country the truth” and the movie shows how incompetent the polices are and with the movie being a huge hit, the police finally got their act together. Huge respect.

    A murder victim & their loved ones suffer permanent consequences- but the murderer won't have to if they aren't caught before the statute of limitations has passed. So unfair.

    I live in Korea and I remember the day this guy was finally caught. the TV was literally exploding, people were glued to the screens. it was hard to believe that this case was finally closed after all these years. that was crrazy

    There should be no statute of limitations for murder. If you kill someone, you shouldn't get to continue on with your life just because you evaded the police for 15 years.

    Kim Huang-Jang(I know I totally messed that up) the little 7 year old girl is THE MOST HEARTBREAKING part of this story for me. Her for parents looking for her all those years, only to to find out, not only is she dead, but she died at the hands of a cowardly sociopath. AND THE COPS KNEW!!! For 20 f'n YEARS, they knew!!!! And PURPOSLY HID the information about finding the dead girl!! Which actually makes me more disgusted than the sociopath! Cause at least he has an excuse, he's a sack of hammers. Just nuts as they come. What's their excuse? Just because she was a girl is ALL IT WAS. I usually don't play the gender card, but I believe had it been a boy found, they might have done more. But, who knows, if your to lazy and unfeeling to do anything for a little girl who's been obviously brutalized and murdered in the most horrific way imaginable, your probably not doing it for anyone. Anyways, I hope her parents and family have somehow found SOME kind of piece. And I hope this pos gets what he deserves in his Korean prison cell, DAILY.

    Really sad. Those policemen should face charges, even if they have to change the law to do it. 1.6 million is not enough for what the guy wrongly accused went through.

    He lost his best years, he lost his time and his health. There's no amount of money that can ever even come close to buying any of that back. I agree, the only real justice is to set an example and hopefully stamp this kind of corrupt culture out.
