    When I visit my parent's home I scroll through the TV channels just to try to find anything to watch and it never ceases to amaze me that people still pay for mindless quiz shows, soap operas and endless repeats of programmes easily found for free.

    I did this at Christmas and the ads were longer than the film segments and on every five minutes. After wearing my patience thin over an hour later the swindlers had cut the film in half so I only ever got half of it. They are the modern day scrounges.

    For a social experiment, the missus had to wear a 'BBC are doing their best' t-shirt for a week and see how people react, so far she's been spat on plus shouted at. I'm curious to see what happens when she goes outside 😁

    Never fear cancelling your licence. In these days, cancel it and spend the money on your energy bills to ease the pain - a much better use of your hard earned money. Two years licence free and loving it!

    Bought 1 in 30 years. So easy not to buy 1. Why people are scared about someone knocking the door, who you don’t have to talk to is beyond me. Are people scared to open the door to salesmen? May be so don’t then.

    Just cancelled mine in December, but haven’t watched tv for years. Finally wasn’t going to live in fear, even tho my parents kept saying I’d get a criminal record, and be constantly harassed.

    It's been about 7 years since I cancelled my TV licence , I had the odd " Threat " letter from the licencing authority , But they just went in the incinerator 👍 .. Ile never pay for another TV licence , Everything i want to watch is on demand , On a day I want to watch it , At a time I want to watch .... The BBC should be defunded and made to stand on their own two feet , Let's see just how long they last !

    Given that the purpose of the license is to fund the BBC, surely viewing only BBC programmes should be prohibited without a license. A complete travesty.

    If that were the case, then the bbc would get hardly anything. However, the bbc would be important so I would support it being publicly funded if there were any real consequences for journalists writing horribly biased articles. E.g the recent one which had lily cummings in I believe, originally it’s only remotely academic citation was a survey that admitted to not being representative and only asked people that would agree with the premise of the survey. Some of the people that the writer said refused an interview have come out on Twitter and said basically “yeah, I accepted the interview and never heard back”

    When it started before WW2, there was only BBC TV. Then in the 50s there was ITV, but sets capable of receiving ITV could almost always receive BBC, and the funding model was set. At one time there were radio licences. You were supposed to have a separate radio licence if you had a car radio. That ended around 1970.

    iirc, Channel 4 is entitled to funding if their advertising revenue dries up (it was created by an Act of Parliament)

    Same here I told them if I hear from them again then I will claim harassment. I grew up in the sixties and 70's when you were told to shut up about Saville and his crew adults shut us all up. I'm.lucky I could of been a victim like so many others.

    I don't watch any live TV, but still receive many, many countless threat-o-grams from the BBC, threatening to send their Capita goons ("enforcement officers") around to "carry out an investigation". The short and simple answer is that if you ever have the pleasure of being graced by the presence of one of these goons, you can simply say, "no, thank you" and close the door.

    @Bradius Maximus I've never recieved a visit and haven't had a license since 2006. It generally depends on where you live and the kind of home you live in it seems. In any case Mr Noble is spot on. You don't even have to answer the door if you don't want to.

    @Freedom Over fear You don't have to, and if you've got any sense you shouldn't. If a goon turned up on my door, once I've established it's a Capita goon, I'll close the door without saying a word. My point to Edwin is that it makes no difference whether you really don't watch live TV, because they presume guilt and have to send round goons to check up on you. You'd be mad to let them in your house either way.

    With the use of VPN's becoming more popular, it's getting easier to watch TV from almost anywhere in the world, including the U.S Netflix which offers greater choice than the U.K Netflix.

    How do you pay for the US version if you don’t have a US bank account? Which VPN do you use and how much does it cost (if anything)? Just wondering whether it’s worth it as the U.K. version has loads on it already including high quality European series such as Undercover

    Thanks for this BBB! I recently had to redeclare I ddin't need a TV license, and I wasa bit confused when one of the questions asked if I watched live TV on KZread. It also asked if I watch foreign TV such as AlJazeera or RT online. Seems to me that a lot of these companies should try and do something about this licensing regulation, they could lose customers who think they would need to pay a license, which goes to fund one of their competitors!

    It seems criminal to me that BBC/TVL should profit from the consumption of content that was funded independently, and I wonder if there are any means by which those independent companies could stake a claim for a portion of the revenue generated by TVL.

    They only want you to declare something by so they can get you to incriminate yourself. You don’t need to declare anything. If they come to your door, just say no thanks and close the door. Don’t talk to them, don’t interact with them, it dosnt benefit you at all, the only evidence they can get is info you give them. They are not trying to be nice or helpful. They are rewarded on each person they catch or persuade to sign up. They are just sales people on commission. Don’t break the law and your fine.

    basically it is a trap, they ask questions in a hope they can nab you.. they are as bad as private parking nazi's such as napier parking. Send you letters stating you parked somewhere for 1 minute , with a fine. when ti takes longer to walk to the machine and use it, let alone read the T&c's on the sign first or have any form of queue :D

    Very useful video. I was looking on the TV licensing website earlier, and after hearing you say about it now, it seems they also want to scare people into paying it. From my interpretation, it just says “if you are streaming anything off any website including KZread you must have a license”. I thought that felt a bit fishy. I’m glad you’ve cleared that up.

    They use the 'fear' element to gain entry to your house, then proceed to making you sign documents that incriminate you. Other than that, there is no way to prove what you've been watching. TV detectors vans were completely fake and only part of their scare tactic..

    They can't prove it, it would literally be a violation of GDPR for your ISP to give that information to the TV license people. The only way you can ever get caught watching something that you need a license for and not having a license, is if you are one of these idiots who has their TV facing the front living room window.

    haven't paid for a license in over 10 years. Its an archaic charge... never been threatened, nor had any of the goon squad round. Detector vans despite what people tell you were not always fake.. but the problem is they are now useless, as they used to detect analogue waves, but everything is digital so they cant detect anything. I just declare i no longer need a licence every 3 years or however long the max length is, and voila, no issues.

    How on earth do the goons PROVE you are/have been watching? Plugged in and aerial connected to a tv is NOT proof you've been watching it. No one will address HOW they can possibly PROVE you have been watching, hence committing an offence, if no licence has been purchased. I believe 'assumption' is not a legal submission. If they get in to your property, inspect a 'connected 'tv...this still doesn't prove a thing, does it? Remember, the offence is 'watching', not having!! No one seems interested in mentioning this so obvious fact!

    There is an incredibly simple antidote to all this, and that is abolish the TV licence fee, and let any politician remain in no doubt that to prevaricate or ignore the necessity to do this, will mean that they get no votes at the next general election.

    I cancelled my license just before Xmas after much indecisiveness about doing so. I could have legally done so long before as I hadn't watched live TV or used the BBC iplayer for several months. Its thanks to yourself and others that I finally found the confidence to do so. Thank you for that. One of the most anomalous rules about licensing laws is that you apparently need a license if you watch live foreign channels such as the American networks, CNN, NBC, etc. I just can't fathom the logic in this, except to make the license requirement more embracing.

    It's about time the TV Licence is scrapped, with modern Subscription Services it could replace the funding of the BBC if they went Subscription and/or start advertising to raise funds. I for one do not watch and live streaming or live sports, everything I watch is pre recorded and usually watched online on KZread, on my computer (no tv adapter) so I think I don't need a Licence

    Never in my 49 years have I ever had or paid for a TV license and I still watch whatever I like whenever, live or not. Never been fined or had any problems. Then again many laws are stupid IMO and those types of laws I don't abide by, Eg, TV license. I just don't play stupid law games.

    That list is so helpful thank you! I see GB News, Al Jazeera and RT News are on there. They regularly come up in my recommended to watch live so I have been avoiding clicking on them . They should come with a warning though as that is confusing. You are right about TV Licensing being deliberately confusing on their question. It would make it simpler if they just linked to the list but I guess they make more money confusing everyone into paying for the TV licence.

    TV licence is a joke in this day and age. After living in Canada for 34 yrs I find a tv license is a complete joke. I live in England now again and do not have a tv licence since I returned. Just vouch out of it. They send a letter to confirm you have.

    I don't watch the BBC, and I don't pay my TV licence. From what I've just heard I may occasionally, unknowingly be in breach of the licensing laws but there's no way the BBC are getting any more of my money!

    @@simon8864 Well, you say they're left wing, but if you ask anyone from the labour party they'll tell you the BBC is full of Tories. Which probably means they're getting it roughly right. As for Doctor Who - watch something else. They offer several TV stations, dozens of radio stations. etc. for the staggering cost of 43 and a half pence a day.

    Great Post, but surely it should be for either utube or the TV companies broadcasting live on utube to put a warning on the broadcast telling whether the item is covered by the licence or not. Or better still not to broadcast live in the first place.

    Why? Only the BBC ask the question whether you have a licence or not as only the BBC get licence payer's money. It is totally irrelevant to any other TV company whether you are licensed.

    It amazes me the amount of my friends who download movies, TV shows and music illegally using torrents and often have IPTV subs so they can watch sky etc insist on still having a TV licence? This is the how hard coded it is in most people, very sad.

    Thank you for clearing this up, Looking at the legislation I could not see a way of disassociating uk tv and world live streaming from an installed app. For the OFCOM connection an issue could be whether the channel gets added at a later date, (for example IMDBtv is not listed but can still show live content). Be wary though that some tv apps broadcast live tv on their home pages so these are best avoided.

    Recently had an inspector knock on my door saying i haven't got a licence. Explained i dont watch live tv just youtube, netflix, disney and they laughed and said sure that doesnt matter get the licence or he'll be back in 30days to issue the fine. Laughed at them and said I'll see you in court then

    The TV license should of never been intertwined with the internet, if the BBC wanted to be able to charge people to view their content online, they could do it via subscriptions from their own webpage. If its being viewed on KZread the rules set should be that of KZread and not that of the BBC. Outside of the running costs and ISP costs, KZread and many other websites are free to use and provide a much higher quality of content. I haven't used my TV in the "classical" way since 2010, the bonus of the internet is being able to view anything i like, when ever i want and not have to wait on a broadcast timetable.

    Wouldn’t mind ads on BBC to support their channels, provided they were time restricted to be only allowed from 10 mins to the hour, to the top of the hour - in other words, providing there was 50 minutes of ad-free unbroken viewing, so you could watch a complete program. And also that films should be shown complete, with no ads until the end. Having said that, the thing I do like about the BBC is the lack of ads.

    Thing is, if the BBC were to start showing ads, that would mean less ad revenue for the commercial stations, meaning less variety. So arguably the TV license is indirectly supporting the commercial stations as it allows them to have a larger share of the advertising budgets. People who say the BBC should be ad funded should be very careful what they wish for....

    Just a quick one for the folks thinking of cancelling? I missed this opertunity, I heard after cancelling(not paying) mine over 2 years ago, you actually pay 6 months in advance. So you need to request a refund on this 6 months you have paid for? Worth checking this as its £80, a lot of money to just let go. I left mine too late and regret it.

    I was told many moons ago by a doorknocker from tvl that watching streaming or on demand content that has ever been broadcast on analogue or digital airwave or cable/satellite requires a licence.

    Thanks for the link to the Ofcom list, that could be useful one day. While I knew the rest of it I wasn't aware of this list and wouldn't have known where to look up if a broadcaster falls under the legislation.

    This is a great video. Never looked back from when I cancelled my licence 3 years ago and unplugged my ariel. Found so many independent content makers on KZread and rumble and it's good to hear I'm ok watching their livestream content.

    The laws says, you need it if the BBC provides the services. That's the law because the BBC wanted a catch all law to cover the iPlayer and anything else they provided. So I made an FOI request to the BBC, do they provide KZread. This might sound like an odd question, but it was a way of setting them up. They said they didn't provide youtube.

    Completely untrue, as was just explained in the video. The law states you need a TV licence if you have the means to receive "live" broadcasts, whether it's the BBC, or any other terrestrial channel, including Satellite and cable. This also includes live streams provided by the likes of Now TV and Amazon prime streamed over the internet. The BBC do not provide many services which still require a TV licence.

    @@nobby66 to be clear, it is if you watch live broadcast TV, absolutely not just because you have the "Means" to watch live broadcast TV. There has long been this idea that having a television with an RF receiver meant you needed a license (the waters were muddied by the fact that television retailers would collect name and address information of customers they sold TV equipment to for three TV Licensing agency, in exchange for a few corporate TV license for their premises). It has, for as many decades as I have been monitoring this (so back to the 70s at least) always been the act of watching broadcast television, not the act of owning of having access to equipment (the means) to watch live broadcast television. Wording is important.

    @@dragonmummy1 I didn't claim you needed a licence just because you have a TV. I said you need one if you have the ability to watch "live TV" regardless of the channel or device you are using to view it. As explained in the video it doesn't just apply to "as it's being broadcast" as all the +1 channels are also covered and, technically, are an hour after broadcast. A licence would also be required if you recorded something "live" with the intention of watching it at a later date. This isn't watching it "as it's broadcast," but is however recording it as it's broadcast, and amounts to the same thing. There are many reasons for having a TV without the need for a licence:- It's only for watching dvd's etc. As long as they aren't recordings of "live TV" shows. It's only used for gaming It's connected to the internet and only used for watching streaming services (Netflix etc)

    @@nobby66 You do not need a TV Licence even if you have the means to watch or record "live TV" regardless of the channel. In fact, you could have a hundred TV sets all capable of receiving a live TV broadcast or indeed have aerials on the roof indicating that you could in fact receive such programmes. You only need a licence if you actually watch or record those live broadcasts or use BBC iPlayer.

    Easy way to look at it is if they advertise a start time like sky's TV schedule or as advertised in newspapers, TV times then it is live that goes for a program shown on KZread that also starts on TV channels as advertised like sky news, GB news. Etc. On demand means when you choose to select the time when you want to watch it. Not recorded from live

    Cancelled my licence about a year ago, it's the biggest rip-off going, absolutely ridiculous having to pay the BBC to watch channels that are nothing to do with them! It's a bit like having to pay Asda, then do your shopping in Tesco!

    You don't need a TV licence to watch catch up TV as it's not broadcasting live, excluding iPlayer..This is one of the questions asked when declaring you don't need a TV licence...

    Well that corroborates what my perspective has been for the last seven years, when I ceased watching live/terrestrial TV broadcasting. The only channels I watch on this PC is - KZread, Facebook, Netflix and F-Movies - all 'on demand'. Although my monitor is perfectly capable of receiving terrestrial broadcasts, there is no aerial fitted and the option is never used. I simply chose to cease monitoring MSM, which for the most part is full of crap anyway. . Another aspect is this, I pay around £55 per month for my broadband connection and again that came with a BT 'freeview dongle' which is still in its box and has never been connected. I consider I pay more than enough to watch what I do on my PC as it stands. No way am I going to fork-out any more of my limited funds to pay for a license. Aside from the ethics of paying for TV channels that are invariably politically biased. . I don't watch Amazon Prime for the same reason. I boycott anything to do with the disgusting company and so should you all.

    If the clip from sky or the BBC or whoever has a length of recording time in the corner you know it's not live so is ok to watch.

    I told TV Licensing, which is just the BBC, that I had removed their implied right to cross my boundary and approach my front door. They confirmed in writing that they acknowledged the right was removed and that they would not send enforcement officers to my house. They said they reserved the right to use detecting equipment from the public highway - good luck to them as I live on a private road and no such equipment exists

    Perhaps there should be a warning to people on KZread when they go to watch a clip that requires a licence to enable them to decide properly, otherwise it could be paramount to entrapment...

    Live TV, streaming whilst also being broadcast on live TV, recorded from live TV, or BBC iPlayer. Quite often channels will stream a boxing match for instance whilst also broadcasting on TV, sometimes they use other accounts to stream but will have some link back to the boardcaster. If they upload a video that has also been broadcast previously then that is classed as catch up and doesn't count for the license. This also applies to any broadcast from anywhere in the world, not just UK providers. The key thing is "whilst also being broadcast on live TV at the same time or recorded from live TV" as well as the obvious one, using BBC services

    I was wondering this recently. I knew watching live was a sketchy area, so I've avoided them. But I was also wondering about me making a live stream myself (not planning it but it is always a possibility)... Do I need a license to 'go live' myself, and also do I need one to participate in another person livestream? Thanks. Another awesome video.

    I unhappily admit that I would rather pay £160 for a service I don't use, than run the risk of inadvertently being prosecuted for one I do. Yes it's tantamount to blackmail by the powers that be, but this is the sort of control we are now under in this country.

    Right here's one for you, how come when you buy a TV they don't say, "you need a TV licence" or "oh we cant see a TV licence Registered to that address, so you can't buy it untill then. Bearing in mind they take your postcode and then proceed to tell you your address. Don't sell people objects to come knocking for a yearly advance for WHAT! There's lists of items sold, that either end up costing you more and some things sold are apparently illegal once you walk out the door, so why sell them to get people into trouble. Oh the UK how great of a nation

    Why do the BBC have anything to do with what other network broadcasters are doing on KZread? Moreover why should they be able to demand money for services they don't facilitate to other broadcasters yet said companies get nothing? Doesn't sound legal to me. Can't they sue?

    Thanks for taking the time to explain that. The best explanation I’ve seen on the grey areas. The most unclear for me is whether live video broadcasts from radio stations, such as Talk Radio, needs a licence. Looking at the Ofcom link you kindly posted, it seems we need to check to be sure on a case-by-case basis. For example, I see Talk Sport is listed but not Talk Radio.

    IMO* if they don't have a broadcast TV channel that would be the same as watching a BBB live stream here on YT. It is not a "Live TV" program. * not a legal professional.

    If Talk Sport stream a live football match, for example, that would indeed amount to being a TV programme if you can see it live. Talk Radio on the other hand simply allow you to watch live presenters and interviewers talking so this is not a TV programme - just talk which you can now see on a computer as well as hear on the radio.

    People need to wake up as there is a clear difference between legal and lawful...as lawfully all tv programmes are pre recorded with the exception of live news and some sports.and the TV licence officers are just SALESMEN and have no more rights that a pizza delivery boy who use intimidation tactics.and by law that is classified as harassment.

    @@trickygoose2 by the sound of it you clearly do not know the clear difference between legal and lawful..as I even had a crown court judge agree with what I have said about only news and some sports actually being broadcast live and I have not had a licence or even intend on getting one and watch so called live tv and I've not had a single goon visit me or a single letter for the past 20 years. Also back on march 2nd 1997 Ofcom told the bbc that they were only allowed to keep the licence going for a maximum of 10 more years and then had to scrap the licence,and if they did not scrap it they would be facing court procedures.and that was shown on all news channels.sp if you get 3 or more letters from there goons then that by the very definition of the law is harassment

    As I understand it. Capita are charged with keeping the TV licence database. If a premise has a TV licence all well & good but if it does not they need to ask. If the premises doe not need a licence why not be open & say so ? In someways it’s just like putting a SORN on a road vehicle.

    This video solves a very simple question of which you have covered. What good is it, paying the BBC a TV licence! Especially where there is such a huge varied amount of very high quality content on pay per view streaming providers. I myself find I watch far more KZread & Amazon content compared to any terrestrial channel. But i pay the TV licence simply out of habit. Not because I feel I want to. But my point is, in this day & age, why are we still made because of a legislation charter to pay a licence? The mind boggles… Enjoying your channel by the way 👍

    I would add that it’s any broadcaster from any country. So you can’t watch live Spanish News for example. But the Ofcom tip was great. I haven’t paid a TV license for years. Religiously avoid anything BBC, anything live from any broadcaster, from any country (terrestrial tv). I do enjoy Amazon Prime Video, Disney, Netflix, KZread, 4K Blu Rays and my PS5, Switch.

    What about dogs not on a lead. In a Council run historical walled garden owners let their dog off the lead even though they know they are not to do that. There is a very clear sign on the entrance gate. I got abuse and swearing from one woman when I pointed it out. Another time the same woman was swearing at the gardener who asked her to use a lead. What can be done? Love your channel, you keep it interesting, thank you.

    im 46 and have never paid it! in my eyes it is not live tv as there is a 3 second delay and you wouldnt expect that at a concert after buying tickets and the singer is out of sync with the song lol

    One thing that interests me is the Parliament TV live stream... you need a licence to watch this apparently, but I wonder if that could be legally challenged as surely it's the right of the public to observe their elected officials in the House of Commons?

    You only pay for a tv licence to watch BBC content or live BBC content. A TV licence fee goes to the government and the BBC none of your TV licence goes to any other company or broadcasters or channels outside the BBC. You also need a TV license if you watch BBC on demand online. All other channels make money from adverts or from subscriptions you don’t need a TV license for any others channels outside the BBC.

    TL:DR: TV LICENSE required - Only if Watching live tv from a "tv company" i.e. sky sports/news (check ofcom to find list of broadcasting agencies; link in description) Not required - Watching anything pre recorded on demand OR that it is live but NOT created by a TV company i.e. a youtube influencer streaming. Exceptions: BBC iPlayer is the exception and you will have to pay a tv licence Regardless - if you use a tv/pc/phone you still have to abide by the above rules.

    So the situation has changed significantly since at least 1990 - in those days the important distinction was the presence of a UHF tuner, cable decoder, Sky box or DAB device. In other words, the presence of equipment that *could* present broadcast material. According to this new description, an inspector could find such equipment in one's living room, but have to accept one's word that the the TV on the wall was never switched to a live channel. Excellent news.

    I've always thought if the live stream or broadcast is from a recognised boradcaster (BBC, SKY, Pluto, ITV etc) you need a licence, not if its a non recognised broadcaster - like your best mate.

    A KZread video that's created and streamed live usually seems to hang around after that live broadcast completed. Does watching such a video on-demand later count as now being normal on-demand content (no license needed), or does it count as if you'd recorded the live program yourself and then viewed that recording later (license needed)? I guess it follows the same rule as for catch-up streaming services (it's not the live broadcast any more, no license needed)? If so, that's a pretty fine line between needing and not needing a license - whether you happened to click the link a little earlier (so watching with a delay while the program is still streaming) or a little later (now on-demand).

    Thanks for the info I have a couple of questions, 1 if your watching say sky news on youtube and you roll it back say 5 mins to the little LIVE wording is not red do you still need a tv licence? if your watching a live stream streamed from someone else's pc (even if that person streaming has a tv licence) over a website do you still need a tv licence?     Good video but you should clarify one point, You need a TV Licence to watch or record live TV, no matter where it is broadcast or distributed from so watching only German TV channels for example you still need a licence.
