If it's an honest compliment it's not creepy. There is an element of intention to make other person uncomfortable which is creepy. Simply saying other person is hot or beautiful or cute or sexy is not wrong, it's how you say it.

Rahi baat RGV aur shridevi ke thighs ki, that is creepy because even if you honestly like someone's thighs, it's not really considered well mannered to talk about it publically. Had Mallika said something like "oh I think you have a hot chest or thick thighs' that would have been creepy. Argue karna hi hai to koi dhang ke mudde pe karo na. Also it's not about ugly or hot, it's how you say it. For me, personally, even if a very hot guy just slide into my dms and call me hot, that would be very creepy and if an "ugly" (whatever the hell that means) guy says to me "oh hey you look hot in that dress" I would say thank you. Ye nayi nayi theories market mein lana band karo.

Imagine a guy complimeting female actors breast and bum, and the backlash he will get by feminist. Just what Happened with Hardik Pandya, his statement was pretty much what every guy looks at a girl in the club. And the girls consented with him, he is not raping or abusing anyone, so what's the problem ?

Also, yes consent is important. In case of hardik pandya, it wasn't about what he does, it's about his indecent comments. That's not how you speak about women, and tell me where you have seen women making comments like that. He wasn't criticised for what he does with his life, he was criticised for he spoke about girls like they were objects.
