This little billy goat was making daft noises. He was also impressively smelly for such a small goat.

This behavior translates to that the goat is very happy to see you and he's hoping for a cuddle or a treat. Very well cared for goats do this. He's just expressing his joy and being jolly. Males do this more often but I have seen my withers and nannies do this too when they see their favorite companions be it a person or dog or horse or donkey or especially another goat like their mother or mate or kids. If you're laughing they will laugh along. They are similar to puppies in that they jump, lap their tongues, yip and start chuckling when they greet you happily

I've seen this behaviour in a lot of videos now and I always feel a bit guilty for laughing because I don't know whether the goat is stressed out, mentally challenged, or genuinely happy to interact. So thanks a lot for clearing that up!

I had a pygmy Billy that did this, he was really sweet and he loved treats and attention.

That's a buck in rut...so he's being a little more than friendly. He wants to mate lol That's why he smells so bad too. They pee all over themselves when they smell a doe in heat.

I had goats years ago, so I know what this means: "Get the @#$%! outta my face, you piece of &%#@!" Especially billies(males), or nannies when strangers or predators get too close to her babies.
