Which date u went there in nov? What was tha temp at that time..is there any snow fall there at that time..almaty lake was open or not at that time?

I went in mid October. There was snowfall few days ago in Shymbulak, but not during my visit. November is expected to see more snowfall. Almaty lake was open, but i didn't went there.

Do you recommend going on new year ? Also can i stay in Shymbulak and learn to ski ?

Yes. You can go on new year day. Take lot of winter wear with you along with snow suit. I don't have information regarding skiing.
