Outside of the most obvious of desirable men, and all that means is famous men, that's all women will generally do when they say they are making the first move. They'll either look and look away. Or if they feel they look good enough that there's a chance you might approach or they think you already have an interest, then they'll do something like stand or place themselves in a spot where you're going to see them. If women generally think you're attractive, if you're out somewhere and say you're sitting at a table by yourself, and there are several open tables around you. If a woman sits at a table that's next to yours or just one table away, and she's not trying to space herself out, good chance that's her making what she thinks is a move and she's hoping you'll strike up a conversation. Women can't take rejection and their ego always has them feeling they shouldn't have to make the first move. So that's usually as much as they'll do. And congratulate yourself if they've ever done more because that means they find you more attractive than what they normally run into. And of course, all that I said can change to more drastic, more overt actions under unique circumstances. Like vacations, spring break, if they know you're visiting in town and will only be around for a limited time.

Guys look there’s truth in both statements. The way to tell is to make a proposition. If she’s giving you signs and you ask for her number and she says no, then she’s not interested. If you ask and she gives it to you then yes 👍 it’s a go. But it can all go to hell between those two points.
