I think that there may be a point to that perception, in terms of immediate action. However, criminal convictions of individuals, who can be identified as the most responsible, removes them from being able to hold future positions of trust and sets an example to other world leaders, that criminal leadership is not tolerated. I believe that such convictions can go a long way to reducing the chances of such horror from happening again.

That would be true even if military service weren’t mandatory in Israel. Given that it is, though, the percentage of Israelis who’ve been in the military there is much higher than the percentage of Palestinians who’ve served militarily in opposition.
