Well first no one knows if its a genuine ww2 kettenkrad after the war they still produced until 1948(some source says its 1949) for agricultural purposes so it could be one of those and just modified to look like its ww2 bretherence obviously the post ww2 one its gonna be cheaper

Japan belonged to the Axis powers, so it was an ally of the 3rd Reich. So it was probably a regular delivery of weapons or manufactured under license.

krad - short for kraftrad - which literally translates to powerwheel (de.wikipedia.org/wiki/Kraftrad). A Kettenkrad is a krad with "chains" (the tracks).

My father, a WW II veteran , once said, the center of gravity of this vehicle was too high, it used to tilt away in fast curves or diagonally on the slope. The Bren gun carrier was more practical. Anyway, nice expensive toy in peacetime.
