The Exchange was one of Accra's promising developments. It was set to change the face of Airport and Airport city. There is no clear reason to why it has not been completed but here are the intended specifications from the developer :

Meanwhile, international corporates seek quality office space in a convenient location. Anticipating both these needs, Actis is creating The Exchange, a mixed-use urban development on a prime seven-acre site close to Ghana’s Kotoka International Airport.
The Exchange is being developed in two phases and will incorporate office, residential and retail space and a hotel. It will boast the first pedestrian retail high street of its kind and its green design will use at least 30% less energy than its peers in Accra. The Exchange has received EDGE green building certification from IFC of the World Bank Group
Actis is developing The Exchange in partnership with Mabani Holdings; the first phase is expected to be ready in 2017.

Government must step in … u can’t have uncompleted projects in that prime area
I remember when they were about starting this project they came on television and spoke all the nice english as if they were going to complete the project the following year but how many years since it has stalled? such a kill joy
Any updates on why this incredible project died?
Massive amounts of money must have gone into the initial phase of the project. And the misunderstanding among the partners is so deep that they are willing to lose their money?
